En una semana negra para la Municipalidad de Rancagua y su alcalde, y antes que la Fiscalía liderara el allanamiento del domicilio y oficina de la primera autoridad comunal, Ciper apuntó de nuevo a la Corporación Municipal de la capital regional, denunciando que el Sistema de Admisión Escolar, SAE, había sido violentado para favorecer a media docena de jóvenes parientes de funcionarios y de la alcaldesa de Doñihue. El impulsor del SAE defiende la inviolabilidad del sistema y dice que el fraude se ejecutó localmente.

“Yo publiqué un comentario en ese medio –hasta el cierre de esta edición no ha sido subido por Ciper – señalando el error del titular de la noticia. En el caso publicado por Ciper, el problema es que el llenado de vacantes, una vez terminado de aplicar el SAE (la tómbola), son los establecimientos y sus sostenedores los que generan las listas de espera, y eso es manipulable. El período de regularización es parte del sistema solo porque había que definir lo que pasaba durante el año.

¿Es decir la nota de Ciper no da cuenta de lo que realmente pasó, ya que se manipuló el proceso, una vez que el SAE ya dejó de operar?

Sí, parece que se hizo con la intención de pegarle al sistema, pero el sistema funciona y funciona bien. Lo que pasó es que en el territorio local quedó un espacio para recibir solicitudes de matrícula por orden cronológico, tengan o no los establecimientos cupos para vacantes. Eso es manipulable porque opera a nivel local y cada sostenedor organiza ese proceso con sus establecimientos en el espacio local. cuando ya el SAE ha cerrado.

¿Esa manipulación es un delito?

Eso quedó establecido en el reglamento del SAE. No recuerdo si quedó estipulado como falta o delito, pero está claro que es un grave incumplimiento legal. Cuando elaboramos el reglamento nos preguntamos que podría pasar durante el año escolar si un estudiante abandonaba ese establecimiento o no se matriculaba.

¿Entonces ahí surgió la idea del registro?

Sí, pensamos una fase de regularización que, dado lo que pasó en Rancagua y, que también podría haber sucedido en otros lugares, entiendo que el ministerio intentará que este año ese registro sea centralizado y automático para que así se acaben las listas de espera y las familias que duermen en las noches esperando la posibilidad de un cupo.

¿Y qué fue lo que sucedió en este caso?

En la operatoria de la tómbola, que es un proceso inviolable, el algoritmo funciona conectado con la Facultad de Ciencias Físicas y Matemáticas de la Universidad de Chile. Se hizo así para que nadie lo manipulara. Si tú empleas el Excel, te da un ordenamiento aleatorio que registra cronológicamente el ingreso de las solicitudes. Lo que se hizo es similar a un ejecutivo de banco que hace un robo, no es el banco el que falla, es quien manipuló la información. En este caso, reafirmo que el SAE es inviolable. Por ello sostengo que el titular (del periódico digital) es impreciso, ya que señala que el SAE se puede manipular, cuando lo que se puede manipular es el llenado de vacantes, cuando ya dejó de operar el SAE.

    When I initially commented I clicked the -Notify me when new feedback are added- checkbox and now every time a comment is added I get four emails with the same comment. Is there any manner you’ll be able to remove me from that service? Thanks!
