Se puede aprender algo del horror

Y Putin no blufeaba. Más allá de los análisis bélicos que han poblado nuestros matinales, veamos si podemos sacar enseñanzas de esta tragedia transmitida en tiempo real.

Geopolítica. En primer lugar, aunque hay 23 conflictos armados en el mundo, esta guerra en particular, nos indica que este mecanismo, el conflicto armado, sigue siendo una forma de relacionarnos. El Estado Nación aún no muere y las variables geopolíticas siguen siendo estratégicas al momento de tomar decisiones de este calado. Punto para quienes sostienen que una adecuada política de defensa sigue siendo el mejor medio para la paz.

La tele política. El día siguiente de la invasión a Ucrania, se levantaron voces en ese país que lamentaban tener un presidente como Volodímir Zelenski, figura venida desde fuera de la política, en este caso del mundo de la televisión. Al poco andar, el manejo comunicacional de Zelenski y su capacidad de apuntar a los sentimientos de los espectadores, lo tienen convertido en un líder indiscutible que ha logrado obtener una reacción unida de Europa en su apoyo. Esto, por cierto, no es suficiente para tener resultados favorables en el conflicto, pero dificulta increíblemente la estrategia de guerra de Rusia, y pareciera que puede alargar el termino del conflicto. La pregunta en este caso es si la Unión Europea podrá hacer algo más que las sanciones económicas hasta ahora impuestas a Rusia o es que, como respondió Boris Johnson al ser increpado en una conferencia de prensa, no es mucho lo que se puede hacer.

En términos de la estrategia comunicacional, se ha optado por transmitir en vivo los horrores de la guerra, algo que siempre se ha evitado hacer en otros conflictos e invasiones por parte principalmente de Estados Unidos.

Incorporar Ucrania a la Unión Europea, que además implica incorporarla a la Otan, y enviar tropas a la zona de guerra tendría resultados imprevisibles.

Ni izquierda ni derecha. Si alguien aún dudaba que el eje izquierda derecha ya no es relevante, el comportamiento de los distintos lideres nos demuestra que hoy sólo priman intereses. En nuestra querida Latinoamérica, Argentina, Brasil, Venezuela, Nicaragua, Cuba, gobiernos de distinto signo político apoyaron a Rusia, que es además una autocracia neoliberal.

Nuestra política interna

La noticia relevante del día de hoy es la renuncia del comandante en jefe del Ejército, Ricardo Martínez, ante su citación por parte de la ministra Rutherford a declarar como inculpado en la investigación por fraude, en la arista pasajes y fletes. Aun cuando dejaba el cargo el 11 de marzo, El hecho demuestra la gravedad y masividad de la corrupción al interior de nuestras fuerzas armadas. Además, cuestiona fuertemente el rol de las autoridades civiles, principalmente ministros de Defensa de todos los gobiernos, que más bien han ejercido un rol de relaciones públicas y no lo que establece la ley respecto de sus funciones, a saber, entre otras:

“Asignar y administrar los recursos que corresponda en conformidad a la ley. Fiscalizar las actividades del sector defensa y velar por su eficiente administración en los organismos que lo componen”.

En el plano del futuro gobierno, podemos mencionar un par de cosas que van de lo anecdótico a lo estratégico. En lo anecdótico se han nombrado los delegados presidenciales regionales (ex intendentes) y provinciales (ex gobernadores), algo que ha originado reclamos generalizados en distintas regiones, y también en la nuestra. Las protestas tienen que ver con que, finalmente, se ha optado por mantener la parlamentarización de los nombramientos en cada zona, es decir. Hay que ver como seguirán los nombramientos de los distintos cargos nacionales y regionales, y si en ellos continuará una práctica que explica una parte del desfonde de los partidos políticos.

El impacto de los cambios propuestos tendrá efectos de todo tipo que deben ser sopesados adecuadamente por los convencionales, sobre todo para evitar que el costo de estas transformaciones siga recayendo en los grupos más desfavorecidos de la población.

A propósito de la Convención y el grupo Amarillos por Chile, Carlos Correa analiza el espacio que ocupa este grupo, llegando a la conclusión que una parte de la ex Concertación está copando el espacio de la centroderecha, ante la incapacidad de este sector para encontrar un relato en la Convención y una adecuada defensa de lo establecido.
