Desafíos de norte a sur

En las macrozonas norte y sur, el nuevo presidente Boric hereda conflictos complejos no resueltos del gobierno anterior. En el norte, una crisis migratoria que aumenta cada vez más, fomentada por el colapso de las instituciones políticas y económicas de Venezuela, y la invitación populista que el expresidente Piñera hizo en Cúcuta para que vinieran los venezolanos a Chile en búsqueda del sueño (sud)americano. En el sur, un conflicto multifacético que involucra los derechos ancestrales del pueblo mapuche, los títulos, a veces, dudosos de los nuevos terratenientes winkas, las poderosas industrias forestales, y las nuevas mafias internacionales del narcotráfico. No sería exageración decir que el éxito o el fracaso del gobierno entrante se decidirá de la forma en que se enfrentará a estas dos grandes crisis.

El gobierno de Sebastián Piñera tuvo una sola línea para la crisis: la mano dura. Estado de excepción, militarización de territorio, presencia policial y militar. La candidatura de José Antonio Kast prometió una intensificación de la misma estrategia: más mano dura, lo que se traducía en una zanja en la frontera y la militarización en la Araucanía. Pero las soluciones draconianas que ya se han intentado varias veces, y los problemas de base sólo se agudizan aún más. Es hora de intentar algo nuevo. El pueblo chileno pidió una nueva línea al elegir a Gabriel Boric, quien nació políticamente con las movilizaciones estudiantiles y que representa la nueva izquierda pluralista, no dogmática, e iconoclasta.

Sin embargo, hay millones de chilenos que no votaron por el nuevo presidente Boric, y hay grandes bloques políticos y económicos a quienes les gustaría ver su fracaso. También hay una mayoría silenciosa que sí quiere una política más inclusiva e igualitaria, pero al mismo tiempo teme la anarquía, la delincuencia, y la paralización de las instituciones estatales. Después de dos años y medio de turbulencia, del estallido social a la pandemia, los chilenos quieren más que nada poder respirar tranquilos, volver a una vida más normal, construir una vida mejor para sus familias. No aceptarían la prolongación indefinida del caos en los dos extremos del territorio nacional.

Entonces, ¿qué hacer? En el escudo nacional, se lee el lema: “Por la razón o la fuerza.”  Con la fuerza ya se ha intentado. Es hora de probar la razón y, para eso, serán necesarios nuevos acuerdos transversales para resolver problemas complejos que no se encajan dentro de las ideologías dogmáticas ni de la derecha, ni de la izquierda. No se resolverán con martillazos, sino con pinzas de relojería, para encajar y reconciliar elementos que pueden parecer contradictorios.   Los derechos de los refugiados venezolanos y haitianos a pedir asilo son válidos, pero también es válido la necesidad del Estado chileno de controlar sus fronteras y de saber quiénes están entrando al país. Es posible ser solidario y acogedor con los necesitados, pero, al mismo tiempo, exigir que el orden se mantenga, que las leyes se respeten, y que los espacios públicos se conserven para el bien común. Una política migratoria inteligente sabrá distinguir entre el refugiado político que huye de las posibles represalias del chavismo, el migrante pobre pero honrado que busca mejores oportunidades laborales, y el delincuente que busca nuevos horizontes para robar, asaltar, y traficar. Los dos primeros aportan y enriquecen a Chile, pero al tercero, hay que mandarlo para fuera. Con una buena política migratoria se puede recibir y albergar a los inmigrantes y refugiados en distintas partes del territorio nacional, sin aumentar el desorden público y sin crear zonas de sacrificio. Se puede facilitar la asimilación a la sociedad chilena con educación y ayudas prácticas, formar nuevos acuerdos entre organismos públicos y privados para ayudar a los inmigrantes a encontrar trabajo y alojamiento en los sectores que necesiten su mano de obra. Así Chile seguirá siendo un asilo contra la opresión, y las arepas encontrarán su lugar en la mesa nacional al lado del tecito, el küchen, la pizza, y el sushi.

El caso de la macrozona sur es más complicado. Pero algunas cosas están claras: el estado de excepción y la militarización del conflicto no han funcionado. La violencia solo atrae más violencia, y la desconfianza entre las fuerzas del orden y los pueblos originarios ha creado un vacío que las bandas de crimen organizado han llenado. Lo fundamental es restablecer confianza entre el Estado y los ciudadanos de origen indígena. Solamente con diálogo, con acuerdos y trabajo conjunto se pueden resolver conflictos que ya llevan décadas, y hasta siglos. Es de esperar que la nueva Constitución le otorgue un nuevo estatus legal al pueblo mapuche, y con esto, constituir autoridades indígenas elegidas por sus comunidades que tendrán la legitimidad de sentarse en mesas de diálogo con las autoridades del Estado chileno. Falta una examinación detallada y minuciosa de títulos de propiedades, y las tierras que se tomaron de las comunidades mapuches de forma ilegal o irregular que deberían ser devueltas (sin embargo, los nuevos propietarios que las compraron de forma honesta a terceros merecerían una compensación de parte del Estado), trabajo hasta ahora a cargo de la Conadi. El nuevo gobierno también puede iniciar nuevas políticas públicas para valorizar las culturas ancestrales, crear nuevas oportunidades de formación laboral, y negociar nuevos acuerdos con las comunidades indígenas para mantener la seguridad ciudadana y combatir el crimen. Con la recuperación de la paz en la Araucanía se podrá fomentar el turismo nacional e internacional, que es una fuente de ingreso importante para la zona, y que servirá para financiar las reformas necesarias para mejorar la situación de lo que sigue siendo la región más pobre de Chile. No será fácil, pero cuando lo que se ha intentado fracasa, sería de loco seguir con lo mismo.

La campaña del terror que hicieron algunos medios de derecha contra la candidatura de Gabriel Boric señalaba que una victoria suya llevaría el país a un estado de anarquía. Sus críticos dudan que podrá gobernar, y es de esperar que ellos aprovecharán todas las oportunidades para informar y exagerar las escenas de desorden, tanto en el norte como en el sur, para criticar al gobierno. Pero si Boric logra demostrar que la nueva coalición progresista es capaz de gobernar de forma ordenada y de lograr la paz ciudadana, podrá formar las bases de un nuevo Chile, plurinacional, tolerante, y solidario. Por el bien común y el bienestar de todos, es de esperar que esté al nivel de los grandes desafíos que enfrentará al asumir su mandato.
