Nuevamente, errores no forzados
Otra vez el gobierno es arrastrado por la contingencia, dada su debilidad y su ningún control de la agenda pública. En esto, la derecha ha tenido la capacidad de aprovechar las oportunidades que se le presentan, ya que asume los vaivenes de la ciudadanía, algo que siempre es más fácil cuando se es oposición.
Un ejemplo de la variabilidad de la opinión pública se refleja en la última encuesta Cadem, respecto del uso de arma de fuego por parte de Carabineros: en noviembre de 2019, había un 49% de acuerdo y en marzo de 2023, el acuerdo es de un 95%. Piñera, en su segundo mandato, extremó el guiarse por las encuestas, lo que acrecienta la debilidad de los gobiernos y su incoherencia programática.
Los errores en la gestión legislativa de la ley Naín–Retamal son de manual. El gran merito de la derecha fue refundir ambas mociones legislativas en una sola, obligando a que el gobierno entrara a un terreno minado. Posteriormente, el gobierno solicitó a sus coaliciones el apoyo a la iniciativa, de los que Apruebo Dignidad se desmarca, y el gobierno, una vez aprobada su iniciativa por la Cámara, indicó que no la compartía y la motejó como la ley “gatillo fácil”, provocando una fisura con el PS, que tendrá consecuencias futuras.
En el Senado la teleserie continuó: Toha y Cordero terminaron retirándose de la Comisión que discutía la iniciativa, ante el rechazo a las indicaciones del Ejecutivo; el oficialismo es minoría, y el día lunes, a última hora, se logró negociar un acuerdo en que, obviamente, el gobierno debió ceder en sus planteamientos, pero al menos salvó algo de los muebles.
El Senado aprobó la ley con la oposición de Apruebo Dignidad, misma situación que se vivió en la Cámara de Diputados, donde Apruebo Dignidad dio a conocer que recurrirán al TC. El miércoles en la noche un nuevo carabinero, el cabo Daniel Palma, oriundo de Rancagua, fue asesinado a mansalva en un control en el centro de Santiago. Tras esto, AP desechó ir al TC.
Este hecho, que sólo merece el rechazo de la ciudadanía, disminuye aún más el margen de maniobra del gobierno y el oficialismo, no hay piso para recurrir al TC y el gobierno, además, promulgó la ley Naín–Retamal en menos de 24 horas, evitando de manera factual que parte de su coalición recurriera al TC. Junto a la promulgación de la mencionada ley, se promulgaron leyes que refuerzan las competencias de Gendarmería y se agravan las penas por delitos como el secuestro y porte de armas.
Hoy enfrentamos, como país, un crimen organizado que, además, pareciera haber optado por acrecentar su control territorial, atacando a la última línea de defensa de una ciudadanía, cada vez más atemorizada. Esto también tendrá efectos electorales y los ya difíciles comicios del 7 de mayo vuelve a complicarse más para el oficialismo. La oposición centrará su campaña en la credibilidad del gobierno respecto de la delincuencia, y para ello, tiene material de sobra; quizá, con eso, los grandes beneficiados sean los Republicanos y el PDG.
La descoordinación del gobierno se constata y su poca conexión con el sentido común ciudadano, también se demuestran en episodios más pequeños como el impuesto al diésel, la ministra de Medioambiente, Maisa Rojas, quien en entrevista con Emol, anunció alza de impuesto al diésel y, ante el rechazo de la oposición y parte del oficialismo, en la tarde dijo que su respuesta hacía referencia a los llamados impuestos verdes y no específicamente al diésel, lo que explicó mediante comunicado público de su cartera. En ese intertanto, el ministro de Agricultura también apoyó el alza de impuesto al diésel, del que indicó es parte del programa de gobierno. Para zanjar la polémica, el titular de Hacienda señaló a los parlamentarios que él es la única voz autorizada para hablar del tema tributario; no los ministros sectoriales.
Y la guinda de la torta es el nombramiento como presidente de la Comisión de Educación de la Cámara de Diputados, de Gaspar Rivas, militante del PDG, conocido por sus estrambóticas opiniones y sus intervenciones performáticas en el parlamento; como decía la expresidenta Bachelet, cada día puede ser peor.
La derecha buscando ventajas, pero desnudando sus valores
Vivimos en el reino de las emociones ¡qué duda cabe! y quienes debieran ser los que aporten la racionalidad a la gestión pública, simplemente se apegan a las pulsiones ciudadanas. La derecha encontró la posibilidad de asestar golpes al gobierno y, a la vez, ir tratando de reconfigurar la mirada ciudadana del pasado, un pasado que los marca por su respaldo a la dictadura cívico-militar que vivió el país.
Hace pocos días se realizó un acto para dar a conocer la reconstrucción de la estación Baquedano del metro, donde se anunció que se construirá un memorial por los hechos vividos en el estallido social. La alcaldesa UDI de Providencia, Evelyn Matthei, propone que ese memorial debe dar cuenta de las víctimas civiles y también de Carabineros, intentado que se considere violaciones de derechos humanos a las acciones de agentes del Estado y de ciudadanos, algo que ya está resuelto hace muchos años por los organismos internacionales. Esto solo apunta a confundir y a relativizar.
En la tramitación de la ley Naín–Retamal, intentaron incorporar un articulo que eliminara la responsabilidad del mando. Y así suma y sigue. Es de esperar que se entienda que lo que enfrentamos como país es lo suficientemente grave como para se utilice como elemento para una guerrilla política; debemos lograr acordar políticas de Estado que den cuenta de esta nueva criminalidad.
