Ignacio Schiappacasse, coautor del texto, llegó a la hora comprometida a la casa central de la universidad regional, para presentar el texto que se ha transformado en apenas un mes, en un récord de ventas, ya con nuevas ediciones, y que tiene a las librerías con stock agotado.
Mientras compartía un café, el académico de la universidad Federico Santa María, se mostraba ansioso ya que esta era la primera vez que la obra se presentaba en público. La ocasión fue en el auditórium de la Universidad de O’Higgins.
Hasta allí llegaron algunas decenas de personas a disfrutar de primera fuente el sentido y trasfondo de la publicación que, justo cuando arrecia una critica orquestada a la convención, pone en el centro del debate público el rol del modelo económico extremo, fundado por los chicago boys, hace ya casi cincuenta años.
El texto fue comentado por Rolando Cárdenas y Edison Ortiz, ambos del equipo editorial de El Regionalista.
En la ocasión, Rolando Cárdenas agradeció la contribución que ha hecho la publicación al debate, justo cuando hay una conversación transcendente en la sociedad chilena, y destacó la notable investigación que desarrollaron, tanto Carlos Tromben, como Ignacio Schiappacasse. El comunicador también se mostró ecléctico respecto de cambios de fondo en el modelo chileno, cuando hay una cultura permeada por el neoliberalismo y el individualismo, cuya expresión más gráfica es, a propósito de las AFP’s, la frase “con mi plata NO”, que se difunde profúsamente en redes sociales.
El historiador local, por su parte, señaló que “el libro cautiva de principio a fin, por su escritura en tono irónico, por la cantidad de fuentes puestas en la investigación y por la verdad revelada que contiene el libro. La pieza del puzle que faltaba para comprender nuestra transición, te deja dos sensaciones paralelas: rabia y frustración. Rabia porque nos demuestra cómo nos esquilma día a día la polis financiera y frustración porque, según lo que se explica en sus páginas, todo puede continuar igual”. Edison Ortiz, llamó, por último, a leer y difundir el texto que es “una verdadera pedagogía del abuso de nuestra élite”
Finalmente fue el turno de Ignacio Schiappacasse, quien partió agradeciendo a El Regionalista, la ocasión para ser actor presencial de la primera presentación de la investigación con público real, y pasó luego a sintetizar los aspectos centrales del texto, no sin antes comentar el largo trabajo realizado para que la investigación llegara a su publicación “llevamos seis años trabajando en ello, revisando periódicos, fuentes, entrevistando a gente que no es fácil acceder, continuamos luego, escribiendo algunos artículos como por ejemplo en Interferencia, hasta llegar a la publicación final”.
Continuó luego, destacando las principales enseñanzas del texto: “lo primero que aprendimos con Carlos es la capacidad de adaptación de esta élite, la cantidad de recursos de los que disponen para estar siempre recreando espacios de poder, cómo logran mantener el control en la toma de decisiones, desde la dictadura hasta hoy. Ayer, poniendo a sus ejecutivos en las comisiones legislativas del régimen autoritario y hoy, negociando directamente con el poder ejecutivo, incluso haciendo ley sus propias iniciativas. En segundo lugar, ellos lograron construir un Chile actual, como lo dijo Moulián, a punta de falsas narrativas, de mentiras. Como dijo Rolando, no solo propuso un cambio económico profundo, sino, un cambio de mentalidad, y eso es lo más dramático. Me tomo nuevamente de lo que dijo Rolando y revisando la prensa de ayer y hoy, El Mercurio y La Segunda, uno se encuentra con que la mayoría de l@s chilen@s prefieren que sus ahorros sean manejados de manera individual, lo que no sabemos es que esa creencia es un anatema para la idea de sistema de seguridad social, no hay ningún sistema en el mundo que esté basado en la idea de capitalización individual. De ahí viene la radicalidad del modelo infame chileno. La pregunta es, entonces, ¿cómo salimos de este atolladero?. Para finalizar, esto me lleva a dos ideas finales. Debemos aprender de los chicago boys, de cómo un grupo pequeño impusó un modelo sobre la base de narrativas falsas y a pesar de que sabemos que son falsas, siguen dominando el debate, como aquella de que el sistema de reparto estaba quebrado, lo dijo el mismo ex ministro de hacienda, Rodrigo Cerda. Narrativas falsas que fueron tomadas luego, por gente de la concertación, como Rodrigo Valdés, José Pablo Arellano y René Cortázar, que de ser críticos del modelo, se convirtieron en sus defensores y pasaron a ser miembros de tomo y lomo de la polis financiera. Por ejemplo, José Pablo Arellano, quien redactó en los 80 los papers más críticos del modelo de AFP’s, se transformó ahora, en director del BCI; lo mismo René Cortázar, quien luego de ser un abogado que trabajaba con el mundo laboral en los 80’ se transformó en director de Moneda Asset y estuvo involucrado en el escándalo de La Polar. Finalmente, y con esto termino, cómo el modelo fue capaz de colonizar todos los aspectos de nuestras vidas, es decir, los chicago boys lograron hacer negocio con nuestra salud, educación, las pensiones, nuestra comida, etc.”
Consultado finalmente sobre el por qué del título del texto, Schiappacasse contó a El Regionalista que “un día estábamos con Carlos tomándonos un café y yo le relataba la serie de irregularidades que habíamos ido descubriendo en la investigación, respecto del manejo de la polis financiera, y a la vez le resumía, pero “todo legal”. Entonces, a Carlos se le encendieron los ojos y me espetó: “ahí está el título del libro: “Todo Legal”.
En la oportunidad el diario digital, como una contribución al debate, regaló algunos ejemplares entre l@s asistentes, libros que fueron donados por diversas personalidades e instituciones, como La Corporación San Esteban y el propio Regionalista.
