A días de ser electo consejero regional por Cachapoal II (todas las comunas de la provincia menos Rancagua), el académico e historiador Esteban Valenzuela aprieta el acelerador de su motor regionalista, con prioridades definidas para el Consejo Regional y acciones inmediatas en los pactos del futuro gobierno de Gabriel Boric con las regiones.

Con dos campañas en el cuerpo durante este año, el recién electo consejero regional Esteban Valenzuela, sigue de cabeza en la actividad política, aunque ya hace muchos años se dedica a tiempo completo a la docencia e investigación en universidades. Hoy, en la Universidad de Concepción es académico y dirige el centro Creasur, entidad orientada al estudio e investigación del desarrollo de los territorios. Ni en su campaña de mayo para gobernador regional, en la que estuvo a un punto de pasar a segunda vuelta, ni en la reciente campaña para consejero que culminó con su elección, dejó de lado su quehacer universitario.
Hoy, está en dos frentes: es presidente subrogante del FREVS y está abocado a los pactos del futuro gobierno de Boric con las regiones.
Y traza líneas de lo que será su labor en el Consejo Regional (CORE), con la experiencia de décadas articulando instituciones y programas para la región en ámbitos tan variados como el transporte, infraestructura para barrios, disposición de desechos, creación de la corporación Pro O’Higgins y OTIC O’Higgins, el primer royalty minero, Universidad de O’Higgins, defensa ambiental, la ley de casinos regionales. Nada de eso, dice, es fruto de una acción solitaria, pues con él hay un equipo variado que regularmente se despliega con él en estas acciones.
¿Cuándo empiezas a trabajar por el Consejo Regional?
Fui presidente de la Comisión para la Descentralización que creó la presidenta Bachelet y no hay tiempo que perder. Espero que el gobernador Silva y la senadora Alejandra Sepúlveda se unan y convoquen a los consejeros regionales y alcaldes del arco progresista a luchar para que gane Boric y avancemos con la ley de rentas regionales y empoderamiento, a lo que se opone el candidato de ultraderecha. La idea es que se trabaje un pacto de compromisos con Boric en traspaso de competencias y proyectos claves como nuevo servicio de salud Colchagua-Cardenal Caro; urgencia a las rutas a Coltauco y de la fruta, Metro O’Higgins y apurar la ingeniería para las Leñas. Respecto del paso Las Leñas, tenemos que caminar a una negociación seria y concentrada que nunca se ha hecho con Mendoza y la provincia de Cuyo. Debemos pedir las competencias en transporte por la crisis brutal en el Gran Rancagua y otras ciudades, fomento, desarrollo rural, manejo de las cuencas.
¿Cuáles serán tus prioridades en el CORE?
Mi foco será buscar pactar cuatro políticas públicas con pactos región, municipios y servicios públicos, con compromiso de fondos tripartitos y consejo multiactor que incluya a la sociedad civil, sector privado y la academia con prioridad en la Universidad de O’Higgins. De esta forma, evitar la dispersión, clientelismo y falta de foco y agregar valor público con impactos.
a. Movilidad para privilegiar corredores de buses y usar platas de la compensación del Transantiago para mejorar la flota de operadores históricos que merecen respeto y apoyo, desde los Galgos en San Vicente a las líneas para el Cono Norte y los pocos micreros urbanos que persisten en Rancagua.
b. Fondo social para la inclusión que privilegie discapacidad, adultos mayores, madres jefas de hogar, infancia y jóvenes vulnerables.
c. Medio ambiente con reglamento de reciclaje regional, compostaje para recuperar bordes de ríos y convertirlos en bosques abiertos a la comunidad. Para ello, debe haber recursos.
d. Fondo de industrias creativas y valor regional, que apoye cooperativas, artesanos, audiovisualistas, red de museos comunitarios, soportes culturales y turísticos. Al menos las platas de los casinos deben destinarse a esta área que está en el espíritu de la ley que sacamos adelante.
Qué destacas de los resultados de las elecciones en la región…
Lo notable es la altísima votación de Alejandra Sepúlveda y, como lo dijo desde el comienzo, tirón de orejas al Frente Amplio que no inscribió su candidato a senador. Con ese aporte, quizás hubiese sumado el par de puntos necesarios para tener también a Pablo Dintrans como senador. El FREVS se consolida como fuerza con dos parlamentarios y dos cores, siendo potente la fuerza de mujeres como Tamara Monroy desde Pichilemu. Fuerte el reconocimiento al trabajo sistemático del diputado Raúl Soto, y una clara diferencia de un Colchagua más moderado versus Cachapoal más rebelde; acá seis de los ocho cores venimos del arco progresista y espero nos reunamos pronto a conversar.
¿Qué impresión te dejó la campaña de Boric?
Bien lograr pasar a segunda vuelta para hacer la reforma “social demócrata» que nunca completó la Concertación. Por eso, seguimos con casi la misma carga fiscal de la dictadura, en torno al 20%, cuando el promedio de la OCDE es 35% y jamás mandaron una ley de rentas regionales al parlamento. Pero mal Gabriel y su entorno en hacer una campaña generacional elitista desde Nuñoa. Ahora se ha reaccionado y habrá más pluralidad de vocerías, pactos territoriales, encarnar el royalty también para mejorar medio ambiente y movilidad de las ciudades, encuentro con las cooperativas y mundo rural. En ese encuentro se debe regular la no abolición del rodeo con una política de transición y plebiscitos locales participativos para determinarlo. Allí hay cultura, industrias de pequeños crianceros y tradiciones que debemos valorar y, en algunos casos, reconvertirlas.
La derecha ha obtenido la mitad del Congreso y sin licuar el programa de reforma previsional, salud y empoderamiento regional hay que llegar a un pacto de gobernabilidad con la centroizquierda. De la banalidad de Parisi, sí debe rescatar su propuesta de austeridad y recortar los altos salarios s en el estado y empresas públicas.
¿Qué tan crucial es que no gane el candidato de derecha?
Lo conocí como el violento estudiante de derecho de la Universidad Católica que nos golpeaba por luchar por los derechos humanos en los 80, años en que expulsaron de la universidad a un rancagüino, compañero de carrera, Edmundo Urtubia. Es un fanático que mezcla neoliberalismo con autoritarismo político y cultural homogeneizador y discriminador. Él boicoteará la Convención Constitucional y el país no tendrá el pacto social, ambiental y plurinacional que es lo que asegurará la paz y el avance a un Chile fraterno.
