Claudia, ¿qué es un fondo de agua?
Los fondos de agua somos organizaciones que involucran a los múltiples actores que se relacionan dentro de una cuenca en torno al agua, y que convocan a todos aquellos que quieren contribuir a la seguridad hídrica de la cuenca. Esto significa contar con agua en cantidad y calidad suficiente para desarrollar todas las actividades que ocurren en la cuenca: para el consumo humano, por cierto, pero también para contar con el recurso hídrico en cantidad y calidad suficiente para sostener los ecosistemas que nos proveen de agua, y así tener ciudades resilientes y saludables, donde puedan convivir sus habitantes de manera saludable y, además, se pueda desarrollar actividades industriales y económicas. La idea, entonces, es contar con agua para todos sus usos y aquellos entes que se involucran en un fondo de agua son organizaciones que quieren contribuir a esto, pero que entienden que no lo pueden hacer solos desde su reducto individual, sino que lo tienen que hacer de manera articulada y colaborativa entre los distintos sectores. Entonces, por ejemplo, nuestro fondo de agua fue creado con la participación tanto de organismos públicos, como del gobierno regional metropolitano, los municipios rurales, a través de su asociación de municipios rurales (MUR) y, también, por empresas privadas, organizaciones de usuarios del agua y de la sociedad civil. Todos ellos se sientan en una mesa para discutir hacia dónde dirigir los esfuerzos para poder contribuir a los desafíos que tiene la seguridad hídrica de nuestra cuenca.
Nosotros queremos que se creen más fondos de agua porque, a partir de ello, vamos instalando este modelo de articulación entre los distintos actores y creemos que es la única forma de avanzar hacia la seguridad hídrica real, concreta y en los tiempos que lo necesitamos, que es ayer; no mañana. No podemos seguir actuando todos de manera individual, pero también porque creemos que es fundamental incidir en el desarrollo de buenas prácticas y de políticas públicas. Este trabajo no lo podemos hacer exclusivamente desde la cuenca del Maipo o desde la Región Metropolitana, no somos una cuenca representativa de todo el territorio. Entonces, necesitamos más organismos como este, que representen la voz de los usuarios del agua en cada una de las cuencas de nuestro país o, al menos, en las más importantes, para que nos sentemos juntos a trabajar en este desarrollo de políticas públicas y de fortalecimiento de buenas prácticas.

Nuestros socios son el gobierno regional metropolitano de Santiago, las empresas privadas Anglo American, Nestlé y Aguas Andinas, las organizaciones de usuarios como la Confederación de Canalistas de Chile y la Federación Nacional de Cooperativas de Servicios Sanitarios, las ONG The Nature Conservancy (TNC), Adapt Chile, que trabaja a lo largo todo nuestro país para desarrollar iniciativas que permitan abordar los desafíos del cambio climático a nivel de municipios, la Asociación de Municipios Rurales de Chile, y la Fundación Sendero de Chile. Todos ellos se sientan en una mesa a discutir desde los intereses particulares de cada uno, todos muy distintos, a veces, se podría pensar que son contrapuestos, pero con objetivos comunes como este, son capaces de sentarse juntos, en una misma mesa a discutir hacia dónde queremos avanzar y cómo queremos contribuir a la seguridad hídrica. Como organización, tenemos un tremendo desafío, el de incorporar más y más miembros a esta mesa, para integrar más visiones, más necesidades respecto del agua, e integrar más intereses y poder así tomar mejores decisiones.
¿Ustedes, también, dentro de su ámbito de competencias formulan y ejecutan proyectos que apunten a la seguridad hídrica?
Sí, absolutamente. El principal desafío nuestro es articular los esfuerzos, y no ser una organización más, desarrollando proyectos de manera individual y aislada. Puede ser un poco más difícil y demoroso, pero en la medida que somos capaces de articular estos distintos esfuerzos que están haciendo, por ejemplo, centros de investigación, consorcios hídricos financiados por Corfo y tantas otras organizaciones distintas, que se encuentran desarrollando proyectos en temas de agua, en la medida que nosotros logramos articularlos, conseguimos que estos proyectos puedan profundizar sus impactos, ampliar sus alcances y replicar experiencias exitosas. Esto lo estamos haciendo en algunas líneas de acción estratégicas, una de ellas, por ejemplo, es la sensibilización y concientización de toda la sociedad en materia de agua, entender la situación hídrica en la que se encuentra nuestro país y, en particular, nuestro sector, nuestra cuenca, nuestra región, trabajando con distintos públicos objetivos para sensibilizar de manera específica, ya sea a los usuarios comunes y corrientes, como nosotros en nuestros hogares o a sectores como el minero, el agrícola, el industrial, o a los escolares, o a los periodistas. La idea es llegar a distintos sectores, poder ir sensibilizándolos y apoyándolos en el fortalecimiento de su entendimiento respecto de la situación hídrica y de qué es lo que podemos hacer para contribuir a la seguridad hídrica. También, estamos trabajando en la conservación, protección y restauración de los ecosistemas que nos permiten contar con agua en nuestra cuenca, y ahí impulsamos proyectos individuales y, también, la colaboración y la consolidación de las distintas iniciativas que han surgido, tanto de sectores públicos, como privados. Además, trabajamos en el desarrollo de una plataforma o sistema que logre congregar todos los datos que hay en temas de agua en nuestra cuenca y, a partir de ellos, generar información valiosa para la toma de decisiones, para el diseño de políticas públicas y de buenas prácticas en distintos ámbitos. Estamos consolidando esta plataforma para nuestra cuenca, pero con la colaboración de muchas organizaciones que tienen intereses más amplios que la cuenca del Maipo; la idea es que nosotros funcionemos como un piloto para ellos y que esta idea se pueda replicar en todo Chile, si es necesario, y más allá. También, es de nuestro interés trabajar en hacernos parte de las mesas o instancias en las que se discuten estrategias regionales y políticas públicas, contribuyendo a ellas con la información que estamos generando, y con la visión integradora y articuladora que tenemos de todas las iniciativas que se van desarrollándose en nuestra cuenca.
