Y llegó el momento de la verdad para el gobierno de Boric. Se termina el ciclo de la transición y aparece un nuevo escenario con la Convención. Las primeras acciones del gobierno, con un primer traspié en Temucuicui y un autogol, un Congreso agitado post elecciones de autoridades, son los hechos que marcan las primeras horas de la era millenial en el poder.

Fin de un ciclo y un nuevo escenario
Y se terminó la transición, es una aseveración que se ha repetido varias veces. Esto se puede apreciar en dos niveles: por una parte, una nueva generación que asume el poder y, por otra, el cambio de modelo.
El modelo neoliberal, que es más que un modelo económico, marcó los últimos 40 años. Es un modelo que, además, tiene a la Constitución del 80 como su correlato institucional y normativo, evitando su modificación sustantiva. Ese modelo que colapsa el 18 O, y que demuestra que ya no es capaz de responder a las necesidades de las personas. Por tanto, la tarea de este gobierno es lograr avanzar en un modelo que responda a las necesidades y urgencias del siglo XXI, algo que debe hacerse en paralelo a la construcción de la nueva Constitución, que está escribiendo la Convención Constitucional.
Llegado el tiempo de la política, las capacidades del team eje del Gobierno (Boric, Siches, Jackson y Vallejos) son incuestionables. Es un equipo afiatado que juega de memoria.
Primeras acciones
Si de señales se trata, el gobierno ha estado a la altura. Es cierto que todo se ha centrado en la figura presidencial, pero sabemos que Boric es una persona que sabe delegar, por lo que sus ministros van a jugar roles destacados y, además, en este momento él los provee de un aura de protección dada su buena imagen pública.
Las primeras medidas son viabilizar la reforma tributaria, esencial para proveer recursos para enfrentar las demandas sociales y los problemas que tiene y seguirá teniendo la economía dada las crisis internacionales, la que se presentará en dos partes: la primera de ellas centrada en la evasión de impuestos.
Una segunda señal, fue la visita de varios ministros a la Araucanía para ir avanzando en un nuevo tipo de esfuerzo para enfrentar esta compleja situación, cuyo eje será el dialogo y la recuperación de confianza entre los distintos actores involucrados. Posterior a ello, viajará al norte para poder atender un segundo gran problema estructural: la migración masiva e irregular que allí acontece.
Otro tema que involucrará a dos ministerios (Obras Públicas y Agricultura), de gran relevancia, es la crítica situación de nuestros recursos hídricos, que además involucra los derechos de agua, consumo y actividad agrícola. Una situación que no es transitoria, sino que requiere adaptarse a una nueva realidad.
¿Primer autogol?
El nombramiento de Felipe Berrios S.J. como coordinador de un programa del Ministerio de Vivienda para enfrentar el problema de los campamentos en Chile, puede ser un primer error de este gobierno.
Lo hechos: Claudio Orrego, gobernador de la Región Metropolitana, felicita a Berrios y da a conocer una comunicación del Provincial de la Compañía de Jesús, que informa del nombramiento y labor que realizará el sacerdote jesuita.
De acuerdo con lo que ha trascendido, Berrios pasaría a ser parte del Minvu, inclusive él solicitó no tener remuneración, algo que no podía ser, por lo que pidió se le pagara el sueldo mínimo.
La ministra Urrejola, de Relaciones Exteriores, dio a conocer el malestar de ciertos grupos y el escritor Oscar Contardo viralizó el cuestionamiento de quienes han sido víctimas de los abusos por parte de sacerdotes.
Felipe Berríos ha sido, precisamente, un sacerdote incómodo para la curia de la Iglesia: le impidieron ser capellán de La Moneda en el Gobierno de Bachelet; lo enviaron a África por ser una voz incómoda dentro de la Iglesia y ahora se le sanciona moralmente, sin que haya nada que lo involucre de alguna manera a los delitos cometidos por integrantes de la Iglesia.
Fueron las redes sociales o las voces de los adherentes al gobierno que las utilizan, las que frustran un nombramiento, que hubiera sido un gran aporte a la solución de un problema que cada vez es más grave. Nadie puede desconocer el gran trabajo que ha realizado y sigue realizando Felipe Berríos en esta materia.
Los actores políticos
En el poder legislativo dos hechos han sido la noticia de la semana, las elecciones de las mesas tanto del Senado como la Cámara de Diputados.
En el Senado, de manera sorpresiva es nominado en la presidencia al socialista Álvaro Elizalde, con el apoyo de la UDI y Evópoli, lo que impidió que Manuel José Ossandón o Francisco Chahuán pudieran ocupar este sitial.
Las acusaciones de traición, las amenazas de quiebre de la opositora coalición de Chile Vamos, han sido las declaraciones de los personeros de RN.
La UDI una vez más muestra la impronta de su fundador, y realiza dos cosas simultáneamente: le pasa la cuenta a Ossandón y le pasa la pelota al PS, para que sean los encargados de salvar al Senado y evitar que la Convención Constitucional decante en el unicameralismo. Está claro que el nombre Senado ya no puede utilizarse; lo estratégico es mantener esta segunda cámara, pero con poderes reales.
Y en la Cámara de Diputados un sorprendente acuerdo que permitirá que en los próximos 4 años tengamos 6 testeras diferentes. Demostración palmaria de la gran fragmentación del sistema político.
Además, ya se comenzaron a levantar voces, y presentación de proyectos, para un quinto retiro de los fondos previsionales. Seguirán los tiempos de un populismo desatado, al que poco le importan los efectos dañinos de sus decisiones.
Disparos en Temucuicui
Tal como indicábamos, una de las primeras señales que el gobierno pretendía dar, era el cambio de estrategia para enfrentar el problema de la Araucanía, asumiendo una estrategia de diálogo directo con los distintos actores en el territorio.
Una comitiva liderada por la ministra del Interior, acompañada de otros seis ministros, fue amedrentada a balazos antes de poder arribar a Temucuicui en la comuna de Ercilla, debiendo huir del lugar.
Tanto Marcelo Catrillanca como el periodista Pedro Cayuqueo han criticado improvisación en esta primera visita. Inclusive Cayuqueo acusa la intención de dar golpes comunicacionales.
Inmediatamente se levantaron voces desde la oposición y los gremios de camioneros que solicitan reevaluar la medida de terminar el Estado de Excepción Constitucional, dado que afirman que gracias a esta medida se ha podido mantener la actividad económica en la región.
La respuesta del gobierno es que mantendrán la decisión de no renovar el Estado de Excepción, argumentando que este hecho ocurrió bajo este estado, y que la ministra Siches continuará con su itinerario en la zona la lógica de trabajo definida.
Siempre los grupos más extremos, en este tipo de situaciones, apuran su accionar para exacerbar el conflicto. Esperamos que, en este caso, el gobierno no ceda en sus decisiones y genere el más amplio diálogo posible con los actores de la zona para avanzar en soluciones a un problema que se arrastra por ya demasiado tiempo.
No podemos pedir a un gobierno que solucione en 4 años un problema que se arrastra por más de un siglo, pero sí que abra un camino y avance decididamente en él.
