El alcalde de Rancagua, Juan Ramón Godoy, hoy por hoy, es una papa caliente que todos esquivan, aunque hay conciencia en el socialismo que, de no tomarse medidas, el asunto va a terminar mal. Una primera señal en ese sentido está por verse cuando el TER decida si da lugar o no a la solicitud planteada por los concejales de “la histórica ciudad”, que hoy solo hace noticia por actos de corrupción.

Hacía meses que, en los vericuetos de la política local, en especial la ligada al oficialismo y en particular al PS, se corría el rumor de que habría una presentación ante el Tribunal Electoral Regional (TER) contra el alcalde en ejercicio de Rancagua, el socialista Juan Ramón Godoy, de una parte del concejo municipal de la ciudad por “notable abandono de deberes”. La crónica anunciada, luego de denuncias de irregularidades tanto en la Cormún (ver edición de El Regionalista del 26 de noviembre de 2021), como de cuestionamientos por licitaciones y compras fuera de la ley que se han venido publicitando desde hace meses, la presentación cobró vida durante esta semana cuando un grupo de concejales de la ciudad, en conferencia de prensa, hizo pública la decisión. Fueron cuatro los miembros del concejo que presentaron la querella: Valentina Cáceres (Extinto Partido Ecologista Verde), Hugo Guzmán (Frente Amplio y exjefe de gabinete del senador socialista del Rechazo, Juan Luis Castro), Emerson Avendaño (Ecologista e Independiente) y María del Carmen Orueta (Renovación Nacional), los que acusaron al jefe comunal, de irregularidades en compras y gastos del municipio.
Godoy habría invertido en un trato directo, un total de 316 millones de pesos a la empresa del hermano de uno de sus asesores directos. La concejala Valentina Cáceres espetó que :“los tratos directos, pese a ser una excepción en la administración pública, son utilizados como regla general en esta administración. Hemos visto que compran tortas por 40 mil pesos, empresas que se crean meses después de que ganara este alcalde, que le compran diversos artículos, como tortas, audífonos, cortinas en desmedro de los productores locales y las pymes rancagüinas«. Señaló, además, que: «hemos notado una serie de presuntas irregularidades que van desde la pintura con proveedores de categoría privilegiada, me atrevo a decir, porque ganan licitaciones millonarias pese a presentar documentos falsos. ¿En qué municipalidad mínimamente responsable esto ocurre y siguen trabajando?».
También, se le impugna al alcalde en ejercicio de la capital de O’Higgins, el haber adjudicado la licitación de la basura sin haberla pasado por concejo y luego, querer normalizarla, a través de una comisión. En la oportunidad, se realizó una presentación a contraloría por casi el mismo grupo de concejales. El concejal Emerson Avendaño, manifestó en aquella ocasión que: “Nosotros nos enteramos en una Comisión de ambiente y Crisis Climática, de que el alcalde ya había firmado el contrato de segunda extensión para la basura. Eso para nuestra interpretación es una falta a la Ley de Municipalidades y esta es muy clara (…) Lamentamos mucho que el alcalde no haya presentado esto en ningún Concejo”.
Como se sabe, el contrato de recolección de basura es el más grande que tiene el municipio, por un monto aproximado de 539 millones mensuales. El documento presentado ante el órgano contralor regional señala que la renovación del contrato con la empresa Veolia, fue firmado por el alcalde Godoy el pasado 10 de agosto “de manera inconsulta al Concejo”.
“Vienen a asaltar el municipio”
Las dudas sobre la probidad de Juan Ramón Godoy estaban instaladas desde antes de la campaña misma. No es casual que los candidatos de la izquierda, que corrieron por fuera del aspirante de la lista Unidad por el Apruebo – Marta González, Danilo Jorquera, Ricardo Cerda, Roberto Villagra –, sumaran juntos el 37,22% de los votos válidamente escrutados, es decir, el 10% más que los que obtuvo Juan Ramón Godoy.
En la oportunidad, en mucha gente de la oposición a la gestión del exalcalde UDI, Eduardo Soto, y de su candidato, Raimundo Agliati, estaba el ánimo de terminar con 12 años de corrupción, con acusaciones incluso de pedofilia y extorsión. Sin embargo, ya por entonces, circulaban, entre los votantes opositores, dos ideas fuertes si se concretizaba el triunfo del actual edil y que fueron comentario obligado en las tertulias virtuales de la época, expresado en dos frases que se expresaron por aquel tiempo: “vienen a asaltar el municipio” y “Rancagua, esta vez solo va a elegir quién les va a robar, si el actual oficialismo o la oposición de la ex Concertación. Yo prefiero perder mi voto antes que legitimar un nuevo fraude a la ciudad”.
Otra vez el PS y la corrupción municipal
En el PS hay conciencia de que están frente a un caso de un “palo con mierda”. El tema está instalado desde hace dos meses en el seno de la octogenaria colectividad en la sede de calle París. Según cuentan a El Regionalista, diversas fuentes del partido, la presidenta, Paulina Vodanovic, cuyo hermano estuvo hasta marzo trabajando en la Cormún, momento en que se inició una “operación salvataje” desde el PS para sacarlo “de las brasas”, junto a Cristián Arancibia, quien ya había notado por esas fechas las irregularidades y cambios en las bases de licitación que se diseñaban. En tanto, su secretario general, Camilo Escalona, aprendió la lección de Miguel Ángel Aguilera, y está consciente de que algo se debe hacer con el cuestionado alcalde de Rancagua, aunque él, personalmente, no se quiere hacer cargo del “palo con caca”.
En la directiva nacional, hay un claro diagnóstico sobre la administración local del exintendente y en off se señala que “tiene la corrupción instalada” y que, por otra parte, “tiene a la UDI entera instalada dentro del municipio, lo que muy bien se grafica en lo que sucede en Secplac”. Entre ambos bandos – la exgente de confianza de Eduardo Soto y el equipo de Godoy – se indica que “hay una guerra de guerrillas”, y extraoficialmente, altas fuentes del PS manifiestan en off que Rancagua solo cambió a “los guarenes por los care’ jarro”.
Son dos las medidas que hoy se están discutiendo en el seno del principal partido de gobierno, para evitar un nuevo escándalo municipal que sacuda a la histórica colectividad y así poder salvar el honor. La primera sería que el alcalde voluntariamente “suspenda su militancia en el PS” y de no ser así, citarlo – “pega que nadie ha querido hacer” – para que explique su situación. En segundo lugar, “hacer una intervención quirúrgica en el municipio, que permita sacar a toda la corruptela que pulula en torno al alcalde. Algo así como volante o maleta” señalan a El Regionalista, fuentes del PS.
“Nadie quiere hacerse cargo”
Juan Ramón Godoy – nieto de un concejal socialista de Rancagua e hijo de un pastor evangélico del mismo nombre – se dio a conocer al mundo público como aspirante al concejo el año 2004, como independiente con un discurso muy evangélico y anti-partidos. Obtuvo una alta votación – más de 7.000 votos –, pero el sistema de listas le impidió acceder al concejo. Luego, fue contratado por el alcalde Carlos Arellano, quedando a cargo de la nueva oficina de “asuntos religiosos”. En el 2005, se ofreció como compañero de lista del diputado Esteban Valenzuela, a cambio de que le aseguran, con Bachelet I, la designación como Seremi de Educación, cosa que obviamente, no se podía hacer. Terminó yendo, luego de un pacto con Rafael Moreno, en la lista del PDC por el distrito 32, donde bajó su votación, pero apareció al día siguiente como nueva adquisición del Mineduc a nivel local. Entre 2007 y 2009, fue jefe de gabinete del Seremi de Educación local, el DC Mario Avilés.
En 2009, fue reclutado por el entonces aspirante socialista al distrito 32, Juan Luis Castro, para su campaña a diputado y lo fichó para el PS. Estuvo trabajando con él, y haciendo asesorías a diversos municipios, hasta que fue electo concejal en 2012, cargo que abandonó para ser designado como superintendente de Educación en O’Higgins con Bachelet II. En la caída de Morin Contreras como intendenta, producto de la guerra civil entre Castro y el entonces senador Letelier, fue designado intendente de la región entre julio de 2015 y marzo de 2016. En una votación que involucraba la instalación de una chanchera de Agrosuper en la Estrella – la única comuna de Chile donde hay más cerdos que habitantes – que se votó, finalmente, favorablemente y donde su voto dirimente fue decisivo. Producto de la pugna Letelier-Castro y de su controvertida gestión, fue sacado de la intendencia en marzo de 2016, y apareció luego como rector del Campus Rancagua de la Universidad de Aconcagua, cuyo principal accionista es Gonzalo Vial hijo. Se postuló, en 2017, para consejero regional por el distrito 15 siendo electo, cargo que abandonó en octubre de 2019, fecha límite para poder postular a las elecciones municipales que debían desarrollarse en 2020.
En el PS, transversalmente, se está consciente de la delicada situación del alcalde Godoy, así como también, la de la imagen de una ciudad que ha sido permanentemente golpeada por la corrupción y la de una colectividad, que en el mundo municipal ha hecho más bien noticia en las crónicas rojas, que por la gestión destacada de sus jefes comunales.
Todos miran al principal responsable de la llegada de Godoy a la tienda de calle Paris, pero Juan Luis Castro, hoy no solo mira para el lado, sino que, por el contrario, a través de su jefe de gabinete, el actual concejal Hugo Guzmán, se ha transformado en el principal detractor de “su hijo pródigo”.
