La novena Cumbre de las Américas tuvo lugar la semana pasada en la ciudad de Los Ángeles, California. Decir que estuvo llena de controversias y de chascarros, es decir poco. El anfitrión, el presidente norteamericano Joe Biden, quien está pasando un mal momento, debido a la inflación, la crisis de Ucrania, y el incumplimiento de varias de sus promesas de campaña (con una aprobación de solo el 41% de los estadounidenses) recibió duras críticas de todos lados por su falta de liderazgo, la ausencia de varios líderes de la región, y la falta de logros concretos de esta Cumbre. El presidente chileno Gabriel Boric, quien asistió a la Cumbre como parte de su primera gira a Norteamérica, dio un discurso que fue bien recibido, pero un chascarro al final: una desconocida frente al representante norteamericano John Kerry, parecía darle la razón a sus críticos, quienes citan su juventud y falta de experiencia diplomática. Para muchos, fue una semana para olvidar.
¿Qué es la Cumbre de las Américas, y por qué se realiza? Es una institución relativamente nueva, que se inauguró en el año 1994, en la ciudad de Miami, durante la presidencia de Bill Clinton. El lugar y la fecha no fueron coincidencia. Miami, tal como Los Ángeles, es una metrópolis donde Latinoamérica y los EE.UU. se encuentran—ciudades con mayoría (en caso de Miami) o pluralidad (el caso de Los Ángeles) latina, con centros turísticos importantes, y sedes de medios de prensa hispanoparlantes con alcance internacional. 1994 fue un año de mucho optimismo para el futuro—después de la caída del bloque soviético y del proceso de democratización que puso fin a la mayoría de las dictaduras latinoamericanas. El objetivo del presidente Clinton fue forjar una nueva relación entre los países del hemisferio occidental, dejando atrás la Guerra Fría y el legado del imperialismo norteamericano, para crear un nuevo bloque continental de democracias unidas y fraternas. Después de la aprobación de NAFTA (el acuerdo de libre comercio uniendo a EE.UU. Canadá, y México), el objetivo de Clinton fue una nueva zona de libre comercio desde Alaska a Magallanes.
Por varias razones, este acuerdo planeado nunca se concretizó, y aunque siguieron a la reunión inicial de Miami varias otras Cumbres de las Américas, la unión y la fraternidad interamericana siguen lejos de ser realidades. Una razón es la diversidad política e ideológica de la región—aunque la gran mayoría de los países latinoamericanos son democráticos, hay grandes divergencias entre los gobiernos de derecha, como Brasil de Jair Bolsonaro y Colombia de Iván Duque, y los de izquierda, como la Argentina de Alberto Fernández y el Chile del actual presidente Boric, sin mencionar los regímenes populistas de izquierda como Venezuela de Nicolás Maduro y Nicaragua de Daniel Ortega (exdictador y ahora mandatario electo, pero con fuertes tendencias autoritarias) y, sobre todo, el régimen comunista de Cuba. Con tantas diferencias políticas entre los países, es difícil encontrar acuerdos transversales. Para la reunión de Los Ángeles, la decisión del presidente Biden de no invitar a los líderes de Cuba, Venezuela, y Nicaragua fue una causa de discordia—varios mandatarios, como Andrés Manuel López Obrador de México y Luis Arce de Bolivia, se negaron de participar por causa de la exclusión de estos países hermanos, mientras otros, como Fernández y Boric, se contentaron de expresar su oposición a la decisión de Biden. Otros presidentes de la región no participaron por diversas razones, con el resultado de que solamente 23 jefes de estado participaron en la Cumbre de Los Ángeles (a diferencia de los 34 en su fecha anterior de Lima). Los medios norteamericanos criticaron duramente al presidente Biden por estas ausencias, que según ellos demuestran su falta de liderazgo.
Tales ausencias impactaron el funcionamiento de la Cumbre. Uno de sus temas oficiales fue la migración, sin duda una causa de conflicto y desorden en la región. Pero sin la participación de Venezuela—país en crisis y tierra natal de varios millones de migrantes que han buscado asilo en distintos países de la región, incluyendo a Chile en cuarto lugar—, y sin la participación de la mayoría de los países centroamericanos, desde donde han salido varias “caravanas” de inmigrantes hacia los EE.UU., es difícil encontrar una solución global al problema. Para muchos críticos, la postura norteamericana frente a la crisis migratoria refleja el racismo y la xenofobia, y la sombra del expresidente Donald Trump, quien impuso una política draconiana que separaba familias y negaba los derechos de los refugiados reconocidos en tratados internacionales, todavía está presente, sobre todo, porque la administración de Biden todavía mantiene en vigencia algunas de las políticas de Trump para cerrar las fronteras, citando la emergencia sanitaria presentada por COVID-19 como excusa. En varios otros países, incluyendo Chile, donde la cantidad de inmigrantes ilegales ha aumentado veinte veces en los últimos cuatro años, el aumento de refugiados, sobre todo venezolanos, ha provocado una reacción xenófoba, y la Cumbre de las Américas fue una oportunidad perdida para encontrar un acuerdo común para enfrentar la crisis migratoria.
Llegamos a la participación del presidente Boric en la Cumbre. Su discurso fue bien recibido, y su declaración de que: “Chile necesita al mundo, y el mundo necesita a Chile” afirmó el compromiso de su gobierno a la integración regional y al libre comercio. Después del estallido social y la campaña del terror que hicieron en su contra en las elecciones presidenciales, fue una señal importante a los mercados internacionales que Chile sigue siendo un socio confiable y una tierra de inversión segura y rentable. Pero al final de la Cumbre, tuvo un chascarro que reveló su poca experiencia internacional. Al firmar los acuerdos sobre la protección de los océanos—otro tema importante que trataba la Cumbre—, el mandatario chileno lamentó la ausencia de las grandes potencias, incluyendo a los EE.UU., del acuerdo, así desconociendo la presencia en la misma sala de John Kerry, delegado del presidente Biden para los temas medioambientales. Fue una “metida de pata” que revelaba la inexperiencia del presidente Boric, sobre todo porque John Kerry es una figura bastante conocida al nivel internacional—senador por el estado de Massachusetts durante tres décadas, excandidato presidencial en 2004 (donde perdió contra George W. Bush), y secretario de Estado (canciller) en la segunda administración de Obama de 2013 a 2017. Sin embargo, tampoco se debe exagerar la importancia del chascarro—el mismo Kerry lo tomó a la broma, pidiendo una cerveza para celebrar el acuerdo, y la prensa norteamericana, preocupada por la investigación del Congreso sobre el asalto contra el Capitolio del 6 de enero de 2021, apenas se dio cuenta de lo sucedido en Los Ángeles. Es de esperar que el presidente Boric estudie más antes de sus futuras visitas al exterior, para que no hacerle más desconocidas a figuras internacionales importantes.
La pregunta mayor que quedó en el aire después de la Cumbre de las Américas fue hacia dónde van las relaciones interamericanas en el siglo veintiuno. El legado de Donald Trump, quien vilificaba a los inmigrantes y calificó a sus países de origen como “shithole countries,” (países del orto) dañó mucho la imagen de los EE.UU., a nivel regional y mundial, y su sucesor no ha hecho mucho para remediar las cosas. El presidente Biden, después de un año y medio de gobierno, aún no ha visitado Latinoamérica, y la vicepresidente Kamala Harris, encargada por Biden para buscar soluciones a la crisis migratoria, tampoco ha sido una presencia constante o influyente en la región. El gobierno norteamericano sigue más pendiente de los asuntos de Europa, de Asia, y del Medio Oriente que de los de su propio hemisferio. Después de tantos años de imperialismo norteamericano, muchos latinoamericanos podrían alegrarse del retiro del gobierno de los EE.UU. de la zona, si no fuera porque su ausencia deja un vacío que dificulta la resolución de temas regionales importantes como la migración, el tráfico de drogas, y la desigualdad social. Irónicamente, este retiro norteamericano de las relaciones interamericanas ocurre en un momento en que los lazos culturales entre el gigante del norte y el resto del continente son más fuertes y extensos que nunca. Hay más hispanoparlantes en los EE.UU. (más de cincuenta millones) que en cualquier otro país del mundo, excepto por México, y la salsa y el reggaetón suenan tan fuerte en EE.UU. como en el resto del continente. Los problemas que sufre la sociedad norteamericana actual, como la fuerte desigualdad social y el aumento de populismo autoritario que amenaza a la democracia, son los mismos que enfrentan la mayoría de los países latinoamericanos. Al mismo tiempo, para modificar la frase del presidente Boric, Latinoamérica necesita a los EE.UU., como EE.UU. necesita a Latinoamérica, como vecinos y socios comerciales, y los desafíos del hemisferio, como la crisis migratoria, solo se pueden resolver en conjunto. Es de esperar que la décima Cumbre de las Américas sea mejor atendida y más productiva que la novena.
