La investigación del canal de Luksic (https://www.youtube.com/watch?v=rX5NAMAa5Sk) le dedicó dos días a un alcalde que, desde que asumió, no se destacó por una gestión pública innovadora, sino por las noticias a las cuales ya nos acostumbramos: sobresueldos, nepotismo, y licitaciones cuestionables.
Rancagua se suma, entonces, a San Fernando – donde hay dos exalcaldes presos y varios concejales en la misma situación- y las comunas del Rechazo, que se hicieron famosas por desviar fondos de origen público a corporaciones que funcionaban como verdaderas cajas pagadoras de favores.
Lo de T13 tiene varias aristas. La primera es que, a la luz del reportaje, urge crear, al amparo de la nueva Constitución, una contraloría especial dedicada exclusivamente a los municipios. Entre los especialistas en el tema está claro que los municipios son las instituciones públicas menos sometidas al escrutinio ciudadano, con concejos municipales que son meros entes decorativos y que, como lo evidenció San Fernando, también, coludidos la mayoría de las veces, con la autoridad municipal.
Se hace urgente, además, dotar de mayores poderes fiscalizadores a las unidades de control que, salvo decir “téngase presente”, no tienen o no ejercen el poder y la autonomía que les fue conferida por la ley orgánica municipal.
En segundo lugar, hay un exalcalde, Eduardo Soto, que a todas luces debería estar preso hace tiempo, pero que le salvaron la vida por secretaría cuando Andrés Chadwick era ministro del Interior, y la vocera de la fiscalía metropolitana sur, de la noche a la mañana, anunció que suspenderían el procedimiento contra el alcalde Soto, en el contexto en que quien ejercía de fiscal metropolitano sur, Raúl Guzmán, estuvo reunido con el jefe de gabinete de Piñera, los días previos al anuncio, y llegaba con los votos de la UDI y RN a ocupar la secretaria del Senado.
Igual situación ocurrió con la fiscalía regional, que por inacción dejó pasar los procedimientos que se llevaban contra el edil y un par de concejales, criterio distinto al que se aplicó respecto del municipio de San Fernando, donde se hizo sentir todo el rigor de la ley.
También, ronda, en torno al reportaje de T13, el interés de Eduardo Soto y parte de su equipo por irse reposicionando de cara a las próximas municipales, donde el exedil cree correr como carta segura, pese a que no es hombre de confianza del senador Javier Macaya quien, desde hace tiempo, anda en búsqueda de un candidat@ para el municipio local que lo sustituya, y donde se ha ido construyendo la sensación o idea de que el alcalde actual o no termina el periodo, o tiene cheque de vencimiento.
De nuevo hicimos noticia a nivel nacional y, como nos hemos ido acostumbrando ya, ha sido de la peor manera posible. Rancagua, por historia y trayectoria no merece estar disputando el nada honorífico título de la “capital de la corrupción”.
