En el gabinete de Gabriel Boric, tendremos mayoría de ministros Millennials y la Convención en manos del mismo grupo. Esta generación, que nació en democracia o que no tiene edad para recordar la dictadura, estará a cargo de las reformas más importantes que hemos tenido en los últimos 50 años: pensiones, sueldos, recursos naturales.

La Convención Constitucional ha sido una constante fuente de noticias desde el inicio de su funcionamiento hace seis meses. La campaña mediática negativa de los sectores que votaron por el rechazo también ha sido casi permanente. Como si esto fuera poco, la desaparecida Lista del Pueblo se desintegró en medio del escándalo de Rojas Vade que provocó un daño enorme en términos de imagen. Sin embargo, la Convención elaboró su reglamento, constituyó comisiones, y hoy está en pleno funcionamiento. Todo iba bien hasta que, por las reglas fijadas por ellos mismos, se debía elegir una nueva mesa directiva que renovaría presidencia, vice presidencia y vice presidencias adjuntas. Según el reglamento, quien quisiera obtener los cargos debía tener 78 votos; no mayoría simple. Esto requiere llegar a acuerdos, consensos y diálogo, que es lo que debe hacer la Convención a fin de lograr un texto constitucional.
Este pasado martes tuvimos una jornada maratónica que terminó sin presidente/a o vicepresidente/a. Tras 8 votaciones, se interrumpió el proceso en medio de la madrugada. El desfile de nombres incluyó a Ramona Reyes, Patricio Fernández y Benito Baranda. Cristina Dorador estuvo a 6 votos de convertirse en la nueva presidenta, pero tras negociaciones fallidas no logró los apoyos y terminó por bajar su candidatura. El miércoles, en la novena votación, salió humo blanco y se eligió a la odontóloga de la región del Maule, María Elisa Quinteros, 39 años, independiente. La vicepresidencia, por el contrario, recayó en la primera votación en Gaspar Domínguez, de 33 años, otro independiente de la región de Los Lagos, que fue clave en la negociación que permitió la elección de Quinteros.
Frente a este escenario, las opiniones se han dividido. Por un lado, están los que ven el vaso medio vacío, es decir, aquellos como Agustín Squella que piensan que esto es un espectáculo de mal gusto. Otros van más allá y lo califican de un “circo” lleno de payasos que no hacen nada más que “dar jugo”. Muchas de esas personas no tienen mucha idea de lo que es la democracia, o han estado opuestas a la idea de la Convención desde un comienzo. Para los que opinan de este modo, la Convención no ha hecho otra cosa que perder dos días en el ejercicio inútil de cambiar la mesa directiva.
Por otro lado, están los que ven el vaso lleno y creen que así debe funcionar la democracia, que esto es positivo, que la política siempre ha funcionado de este modo, pero que ahora se hace de cara a la ciudadanía, incluso con participación digital convocada por los convencionales de la llamada “bancada de Youtube”. Dentro de esta opinión, se plantea que la democracia siempre ha sido compleja, sujeta a negociaciones y que el modo que ha operado la Convención es el nuevo modo de hacer política en Chile.
Pero, como se acabó la mentalidad binominal, también hay una tercera opción que es ver el vaso a la mitad, o sea, la idea de que la democracia debe ser participativa, pero que esta es una oportunidad única en la historia de Chile y que, en momentos como este, los constituyentes parecen “farrearse” dicha instancia. La ciudadanía no está acostumbrada a ver lo que pasa tras bambalinas y de pronto eso pasa a ser protagonista. En estas negociaciones, vimos la incapacidad de ponerse de acuerdo, las mezquindades y los egos de algunos, etc. Los grandes perdedores fueron los partidos políticos y las coaliciones. Los ganadores fueron los independientes que lograron el consenso. Esta parece una tendencia que vemos hace un rato en la política chilena: el desprestigio y deterioro progresivo de los partidos tradicionales en desmedro de nuevos partidos y de la independencia.
En las sucesivas votaciones del día martes, vimos en tiempo real cómo funciona esto: las alianzas trasnochadas, las incongruencias, etc. El primer escollo fue el de Ramona Reyes. En este caso se vio la democracia digital en acción. A poco andar comenzaron a aparecer las notas de prensa, recordando las acusaciones de corrupción contra Reyes. No tardó la bajada de su candidatura y su desaparición de escena. Tras ello, vinieron situaciones absurdas en las que las izquierdas se fragmentaron al máximo y el mundo de la ex Concertación votaba por Benito Baranda, independiente de centro derecha o la alianza que se dio para que parte de la derecha votara por el socialista Patricio Fernández. La candidatura de Eric Chinga fue otra piedra en el zapato de la candidatura de Dorador. En este caso vimos cómo parte de los escaños reservados se negaron a bajar una candidatura, en medio de negociaciones fallidas. Finalmente, los independientes destrabaron la llave y se logró una nueva mesa directiva con dos profesionales de la salud, menores de cuarenta y en paridad. A una mesa directiva de la Generación X le sucede una con dos Millennials, signo de los tiempos y del futuro de la política chilena.
Hay un punto a destacar, tanto de la mesa saliente como de la entrante y es el alto nivel educacional de sus integrantes: tres de ellos son profesores universitarios con doctorado y uno es médico, es decir, con la misma cantidad de años de estudios. Esto no es garantía de nada, pero al menos tenemos certeza de cabezas pensantes en la redacción de la Constitución. Sin embargo, esto puede ser riesgoso. Bien conocida es la cultura académica de discusiones bizantinas y poca capacidad de llegar a acuerdos. Un ejemplo histórico de ello es la Asamblea Constituyente alemana, tras la Revolución de 1848, asunto en el que se explaya el historiador David A. Harvey en esta edición de El Regionalista.
Según los acuerdos tomados por la mesa directiva, las vicepresidencias adjuntas quedarán en su mayoría en manos de mujeres de las izquierdas (FA, PS, PC) y pueblos originarios (yagán o yámana y mapuche). Solo dos de ellas no son Millennial, lo que mantiene la tendencia de gran juventud en esta nueva mesa directiva de la Convención. Si se cumplen las especulaciones sobre el gabinete de Gabriel Boric, tendremos mayoría de ministros Millennials y la Convención en manos del mismo grupo. ¿Por qué es importante esto? Porque hace evidente la renovación de la política, y que el futuro es de ellos. Esta generación, que nació en democracia o que no tiene edad para recordar la dictadura, estará a cargo de las reformas más importantes que hemos tenido en los últimos 50 años: pensiones, sueldos, recursos naturales, etc. La nueva Constitución es, tal vez, el cambio más grande de todos y con esta nueva mesa de la Convención estarán aseguradas las sensibilidades de estas nuevas generaciones que están preocupadas del cambio climático, de los derechos de aguas, de las minorías y los animales. El futuro de Chile les pertenece y lo que nos queda a los demás (más viejos o más jóvenes) es esperar que lo hagan mejor, que de una vez por todas tengamos el Chile democrático que nos ha sido tan esquivo en medio de casi dos décadas de dictadura y treinta de democracia parcialmente tutelada y no representativa por causa del binominal.
