A fines de 2018, surgió la idea de formar la Asociación Regional Ambiental de O’Higgins (ARAO), una plataforma ambientalista que actualmente articula a 17 organizaciones de la región, con representación de 14 comunas de las tres provincias que la componen (Cardenal Caro, Cachapoal y Colchagua). La agrupación ha trabajado para promover un marco común sobre los problemas socioambientales que afectan a la región, el que plantea la urgencia que supone la crisis climática y denuncia la pasividad y permisividad de actores estatales a favor de intereses empresariales.

En la Región de O’Higgins tenemos la suerte de contar con una experiencia pionera de movilización ambiental, a nivel regional. A fines de 2018, surgió la idea de formar la Asociación Regional Ambiental de O’Higgins (ARAO), una plataforma ambientalista que actualmente articula a 17 organizaciones de la región, con representación de 14 comunas de las tres provincias que la componen (Cardenal Caro, Cachapoal y Colchagua). Entre sus integrantes se pueden identificar interesados en la protección y regeneración del ciclo del agua y de los territorios, así como otros afectados por conflictos socioambientales. Convergen, además, profesionales de distintas disciplinas (ecología, agronomía, administración pública, ciencia política, sociología, diseño regenerativo, entre otras), y personas llenas de conocimientos sobre los territorios de la región, quienes de forma solidaria ponen a disposición sus conocimientos y destrezas para llevar a cabo iniciativas ambientalistas.
La agrupación ha trabajado para promover un marco común sobre los problemas socioambientales que afectan a la región, el que plantea la urgencia que supone la crisis climática y denuncia la pasividad y permisividad de actores estatales a favor de intereses empresariales. Esto se vio reflejado en el Petitorio de Demandas Ambientales que recientemente fue presentado a la entrante SEREMI de Medio Ambiente, tales como: los conflictos por la agroindustria de Agrosuper y Coexca, que existen en las comunas de La Estrella, Rancagua, Chépica y Rengo; las denuncias de pérdida de bosque nativo por la tala indiscriminada para la plantación de monocultivos y parcelaciones en las comunas de Lolol, Pichidegua y Las Cabras, esta última conocida porque involucra al actual ministro de Agricultura, Esteban Valenzuela; la urgente necesidad de zonas protegidas para humedales y lagunas de las comunas Malloa, Pichilemu o Marchigüe; la necesidad de abordar la emergencia hídrica y agrícola, con especial consideración de las comunidades vulnerables y la regeneración de los ecosistemas, entre otras.

En casi tres años de trayectoria, ARAO ha prestado apoyo a comunidades en conflicto y ha promovido diferentes acciones ambientalistas y regionalistas, como cumbres, cabildos, escuela de líderes, acciones de judicialización, mesas de trabajo con autoridades, conversatorios y más. En esto, les ha tocado sobrellevar complejas adversidades, como la dispersión geográfica de sus integrantes, la irregular participación de las organizaciones vinculadas, la inestable conectividad de las zonas rurales o aisladas, la falta de recursos de diversa índole, entre otras. La trayectoria perseverante de ARAO generó un cúmulo de experiencias inconexas que podían ser agrupadas en torno a objetivos, lo que condujo a que la agrupación fuera autoconvocada a mediados de 2021 para establecer colectivamente acuerdos comunes y lineamientos estratégicos para el corto y mediano plazo. Este trabajo de desarrollo interno propició el autoconocimiento de la colectividad, el sentido de pertenencia de sus integrantes, y una nueva carta de presentación hacia afuera, trayendo resultados positivos de forma inmediata en su liderazgo.
Aprendizajes para la organización socioambiental en las regiones
A partir de esta experiencia, es posible proponer que el desafío de los movimientos sociales para robustecer su influencia en los territorios radica en identificar, de forma clara y colectiva, cuáles son los objetivos particulares que se persiguen y los medios de acción para concretarlos. En general, se revela que las organizaciones locales (Comités Ambientales, Consejos de Defensa Ambiental u otros) son las encargadas de levantar las demandas, ya sea por medio de la concientización, la educación ambiental y/o el posicionamiento de sus exigencias en la agenda de instituciones locales (Municipalidad, Cortes de Justicia, otros). Estas demandas pueden ser tan generales como salvar al mundo del cambio climático, o tan particulares como salvaguardar especies endémicas, tal como la Lagartija de Lolol. Resulta necesario relevar que las agrupaciones locales presentan desiguales capacidades para llevar por sí mismas los distintos frentes de acción de la movilización social, dado los contextos y recursos disponibles.
Por su parte, los movimientos regionales (asociaciones, redes, etc.) son una alternativa capaz de articular estas demandas para construir una agenda regional. Además, si es posible, esta convergencia puede servir como tejedora de experiencias que ocurren entre territorios similares para prestarse apoyo y potenciar las luchas (objetivo 1: comunidad); promover la educación cívico-ambiental de las comunidades e individualidades para generar conciencia, acción y marcos comunes (objetivo 2: educación); consolidar un puente político-administrativo regional para el posicionamiento de las demandas socioambientales (objetivo 3: incidencia); y conectar con redes de organizaciones socioambientales más densas a escala macrozonal o nacional, como el MAT o MODATIMA, las que pueden poner a disposición renovados marcos y estrategias de acción (como los cabildos por el agua del MAT) (objetivo 4: redes). Por lo tanto, la articulación regional de la movilización y la declaración formal de objetivos contribuyen, internamente, a fortalecer el aporte de los integrantes a los propósitos de la organización y, externamente, a la generación de un referente íntegro de organización sociopolítica y un espacio de oportunidades para los movimientos.
Por último, es importante destacar que en esto ha sido fundamental la educación cívica de los integrantes del movimiento regional, quienes se han mantenido informados sobre el acontecer local, regional y nacional. En el entorno, siempre se producen oportunidades políticas que, si generan empoderamiento y buenas convocatorias, deben ser aprovechadas para desplegar un repertorio de acción y aportar a los objetivos del movimiento. Por ejemplo, entre 2018 y 2022, las oportunidades del entorno fueron la llegada de la sede regional del Instituto Nacional de Derechos Humanos, la revuelta social, el proceso constituyente y las elecciones regionales y nacionales, principalmente. La última fue la llegada del primer gobierno ecológico de Chile, en el cual, si bien se generó un ambiente de esperanza -aunque no generalizable-, las organizaciones sociales han continuado con una postura vigilante y colaborativa, siempre crítica, mientras persistan las voluntades. Seguramente, en el futuro, habrá otras oportunidades, en donde los movimientos socioambientales deberán ser perspicaces para distinguir entre las que representan una oportunidad, y las que suponen riesgos para la unidad y credibilidad de la organización. **Socio de la Asociación Regional Ambiental de O’Higgins (ARAO) e integrante del Colectivo de Estudios Político-Ambientales (CEPA); el documento fue escrito en el marco de la tesis para optar al grado de Magíster en Ciencia Política de la Universidad de Chile, “La articulación regional de la movilización ambiental en Chile”, patrocinada por el Centro de Ciencia del Clima y la Resiliencia – (CR)2.
