Inaugurado en 2018, el muelle de Bucalemu con sus dos molos acumula impactos que perjudicaron a la playa, a la actividad de l@s pescador@s y al ecosistema constituido por el humedal urbano del balneario. La investigación de dos futuros geógrafos es concluyente: recomiendan demoler la costosa obra.
El atracadero porturario de Bucalemu, inaugurado en 2018, es el símbolo de una mala y cuantiosa inversión pública, en la que ha prevalecido el empecinamiento de la burocracia por sobre el interés de los supuestos beneficiarios.
Primero, porque fue empujada pese a las recomendaciones en contra de la misma institucionalidad pública. Segundo, porque en su diseño no se escuchó la voz de l@s bucalemin@s. Tercero, puesto que ha hecho la vida más difícil a los pescadores, justo lo contrario de lo que buscaba. Cuarto, pues ha impactado gravemente al ecosistema en la desembocadura del estero Bucalemu. Quinto, porque para arreglar el desastre, se sigue gastando plata y ya totalizan 7 mil millones de pesos, literalmente tirados al agua.
Enfrentados a las consecuencias de la construcción del muelle, un grupo de profesionales del balneario se unió en la agrupación “Salvemos Bucalemu”, cuya denuncia generó una auditoría y sumario del Ministerio de Obras Públicas, al que pertenece la Dirección de Obras Portuarias (DOP), entidad responsable de la inversión. Al tiempo, la organización interpuso un recurso de protección y participó en una mesa convocada por el Ministerio de Medio Ambiente, en la que también intervino la DOP hasta que se enteró de la gestión de “Salvemos Bucalemu” en tribunales.
El hecho es que, hasta hoy, el muelle no ha sido ocupado un solo minuto por los pescadores y las obras de reparación fueron recientemente detenidas por la Corte Suprema, hasta que la DOP las someta a estudio de impacto ambiental.
Y la huella del muelle está ahí: embancamiento de la arena, lo que ha desplazado la línea de playa más de 100 metros al interior y el estero Bucalemu ya no tiene contacto con el mar, excepto cuando hay temporales. Esto último, ha deteriorado la calidad del agua del estero y se teme la lenta desaparición de la flora y fauna del estuario, característica de la diversidad de ese ecosistema..
Investigación científica
Diego Santibáñez y Bernardo Arredondo, del Instituto de Geografía de la Universidad Católica de Valparaíso, desarrollaron una investigación para optar al título de geógrafos sobre el impacto del muelle de Bucalemu.
Para ello, indagaron en estudios de distintos autores y disciplinas sobre el funcionamiento de la dinámica costera en Bucalemu y analizaron imágenes satelitales de 2004, 2010, 2016, 2019 y 2021 con el programa computacional «Arcgis» y la extensión “Digital Shorline Analysis System» (DSAS), creada por el Servicio Geológico de Estados Unidos, y mapearon con otro programa, el «Qgis».
Sus conclusiones son categóricas respecto del daño que está ocasionando el muelle en la costa de Bucalemu. Y las distinguen entre lo que está sucediendo en la playa y en el humedal que se produce en la desembocadura del estero.
Daños en la costa
En la costa siempre hay transporte de sedimentos, es decir, de la arena del borde costero y de la que proviene de desembocaduras de río. En Bucalemu, esa dinámica se produce paralela a la línea de costa y fluye de sur a norte en la zona de rompiente, impulsada por la corriente de deriva litoral.
El muelle construido con dos molos, a la manera de dique y no sobre pilotes, se transformó en un obstáculo para el flujo de la corriente e interrumpió su tránsito normal. Construido así, ha desviado la dirección de las olas (difracción) las que, al atenuar su energía pierden capacidad de carga, depositando el material en la zona de abrigo, es decir, entre los dos molos, tanto a nivel de playa como bajo el agua, imposibilitando que los pescadores puedan ingresar desde allí con sus botes. Ante este efecto, a menos de un año de su inauguración, la DOP instruyó la demolición del molo norte. El efecto, esta vez, fue de erosión en la zona norte de la playa y de acreción o acumulación en la zona sur. Es decir, no se solucionó el problema y, de acuerdo al análisis de las imágenes satelitales, el impacto en la línea de costa alcanza una extensión de casi dos kilómetros, mientras que las obras se extienden solo a lo largo de trescientos metros.
Daño al ecosistema
Tan grave como la situación anterior fue el lugar donde se emplazó la estructura, que repercutió severamente en la desembocadura del estero Bucalemu. Hasta la instalación de la obra, la comunicación entre mar y el estero con características de estuario, fluía normalmente con un efecto benéfico en el ecosistema del humedal urbano que allí se producía. Sin embargo, el sedimento que arrastraba el estero desde el interior, ya no pudo ser transportado por la corriente de la costa, debilitada por la presencia de la construcción. Consecuencia: acumulación de sedimentos , tanto de origen costero como fluvial, en la desembocadura y, por ello, imposibilidad de conexión entre el agua dulce y el agua salada. A simple vista, el humedal experimentó cambios químicos (alteración del color del agua) y empezó un proceso de eutrofización (exceso de nutrientes). La situación varía escasamente cuando hay temporales, oportunidades en las que el agua de mar ingresa al humedal.
De esta forma, concluyen los futuros geógrafos, en la costa se han hecho permanentes ciertos procesos que antes eran sólo propios de algunos períodos del año. Por ejemplo, el desplazamiento de la línea litoral hacia el interior, solo propio del verano (progradación) y el angostamiento de la playa (retrogradación) que acontecía únicamente en invierno, sucede ahora todo el año. Desde la construcción del muelle, la progradación ha sido constante y el proceso contrario, de retrogradación, natural en todas las playas durante el invierno, aquí se ve limitado por la gran cantidad de sedimento acumulado.
Demolición
“Salvemos Bucalemu”, preocupada inicialmente por el futuro del humedal, ve ahora, en su trabajo conjunto con el Instituto de Geografía de la Universidad Católica de Valparaíso, que la mega obra en Bucalemu está afectando enormemente la playa y la desembocadura del estero, los dos principales focos de atracción para el turismo y, por lo tanto, pilares de la economía del balneario.
La resolución de la Corte Suprema de hace unas semanas dio la razón a la agrupación, ordenando la paralización de obras de mitigación hasta que la DOP las someta al Sistema de Evaluación de Impacto Ambiental. Este nuevo revés para el MOP/DOP acerca cada vez más a una idea que está instalada en el sentido común de los bucaleminos: es urgente demoler toda la obra para detener los daños que ha ocasionado. Y esto es lo mismo que recomiendan en su estudio los futuros geógrafos, Diego Santibáñez y Bernardo Arredondo, con un solo objetivo: intentar recomponer las características morfo e hidrodinámicas de la zona impactada.
Protección del Estado al humedal
En septiembre pasado, el Ministerio de Medio Ambiente, le dio carácter de “humedal urbano” a la desembocadura del estero Bucalemu, con lo que se activa la protección del Estado a este sitio. La resolución se sustenta en que “es un ecosistema que presenta altos niveles de amenaza por la presión urbana y de actividades agrícolas que se desarrollan en el área, así como la disminución del caudal de la cuenca aportante y de la pluviometría, lo que ha generado una acelerada eutrofización (NdlR: incremento de nutrientes) del ecosistema, ocasionando la presencia de afloramientos algales y muerte ocasional de especies de fauna”.
“Salvemos Bucalemu” había denunciado la aparición de musgo verde sobre la superficie del humedal, manifestación de la sobrecarga de nutrientes, causada a su vez por la detención de la pleamar y la imposibilidad de penetración del agua de mar a buena parte del humedal. Es una enorme amenaza que aún pesa sobre un ambiente único con vegetación y fauna propias, asociada al ambiente estuarino generado por la conjunción de nutrientes de mar y de agua dulce.
