Esta semana ha sido una de encuestas. La CEP se ha tomado los noticiarios por su implicancia política a nivel del gobierno y por el plebiscito que tendremos en septiembre. Queda claro que el gobierno de Boric comienza en mejor pie que el de su antecesor, pero nadie está feliz con casi un 50% de desaprobación. También es evidente que los indecisos son los que van a definir la suerte de la nueva Constitución. Sin embargo, no es a los temas políticos a los que pretendo referirme, sino a una encuesta menos conocida, pero que explora otros temas mucho más variados y lo hace comparativamente con el resto del mundo. Me refiero a IPSOS (Publique Sondage d´Opinion Secteur), fundada por Didier Truchot en 1975.
Se dice que el humor es siempre local y que es reflejo de una cultura. En Chile, tenemos una caricatura, Alaraco, que fue inmortalizado en los 80 por Fernando Alarcón en el desaparecido Jappening con Ja. Este personaje de historieta, creado por Themo Lobos y publicado por el diario La Tercera, se hizo popular porque tocó una tecla sensible de lo que nos caracteriza como chilenos. Eso es lo que revela la última entrega de la encuesta IPSOS, en la cual la tendencia de exageración de los chilenos frente a los problemas se hace evidente en varios puntos.
El primero es la violencia. No hay duda que este es un problema en aumento en nuestro país, pero si uno ve cualquier noticiero creería que la delincuencia y el crimen están fuera de control. Hace tiempo que se dice que la “sensación térmica” respecto a la delincuencia no se condice con la realidad. Veamos los números y no la percepción. Según IPSOS, Chile supera por lejos al promedio mundial en preocupación por la violencia, ubicándose en el segundo lugar con un 57%, tras México (66%) que sí tiene una preocupación adecuadamente proporcional a su realidad. Chile es el país más seguro de América Latina, con una tasa de homicidios muy por debajo del resto de las naciones de la región. Es menor a la de los Estados Unidos, donde los tiroteos masivos son pan de cada día y solo supera a la realidad de Europa, que tiene las tasas más bajas del planeta. Es decir, el alaraqueo propio de nuestra cultura es lo que explica una percepción que no va de la mano con la realidad. Los medios de comunicación tienen mucho que ver en el fenómeno, ya que reportean cuanto portonazo ocurre en el sector oriente de Santiago o asaltos en la vía pública. El punto es que Santiago no es Chile y los que vivimos en regiones estamos bastante lejos de esa realidad.
Si bien es cierto que hay tipos de crímenes nuevos como los motochorros, que llegaron de la mano de delincuentes de Venezuela y Colombia, el crimen no ha tenido el despunte que perciben muchos chilenos. También es cierto que regiones como el norte, donde no se veían altas tasas de criminalidad, ha aumentado con la pobreza y el hacinamiento que implica la llegada de miles de inmigrantes indocumentados. Tampoco se puede tapar el sol con el dedo. Es la realidad que reporta todo aquel que vive en ciudades como Iquique y aledañas. Así todo, las tasas de homicidios han bajado en Chile en vez de subir. Esos son los números; no así la percepción. En Chile, hay 44 homicidios por millón de habitantes. ¿Sabe usted cuál es la tasa en un país como Uruguay? 120, 6 por millón de habitantes, mientras que el de Chile es de 44 por millón, es decir, un tercio. Es indiscutible que este fenómeno ha golpeado a todo el mundo, y afecta a los más pobres que deben comprar lo mismo a precios más altos, pero con sueldos que no se han movido. Para nuestros vecinos venezolanos o argentinos esto es cuento viejo, pero para nosotros es algo que no veíamos hacía décadas. La preocupación por la inflación registró un 51%, con el aumento más significativo en todo el mundo, con un salto porcentual de 12 puntos entre abril y mayo. Si miramos las cosas de modo objetivo, Chile no está ni cerca de ser el país más afectado por la inflación, pero a los chilenos les preocupa más que al resto del mundo. Argentina es el único que nos supera en preocupación por la inflación (66%), pero, como digo, es un país en que la inflación lleva mucho y no se ve una salida a corto plazo. En el caso chileno, es momentáneo: todos los especialistas han indicado que es un fenómeno temporal con fecha de vencimiento en el próximo año. Es indiscutible que, debido a los bajos sueldos, la inflación se siente y mucho, pero la realidad dista de países donde la moneda local no vale nada y la gente pasa hambre masivamente.
En otros aspectos los chilenos parecen tener más dosis de realismo, como frente a estar bien o mal encaminados hacia el futuro. Chile aumentó la percepción de ir en mal camino a un 67%, cifra similar a EE.UU. o Corea del Sur, y la más baja de la región, si se compara a países como Perú, Colombia, Argentina y Brasil, que se mueven entre el 75 y 90% de percepción de ir por mal camino, lo cual se condice con sus respectivas realidades. Cualquiera que haya visitado o vivido en esos países sabrá que Chile no está ni cerca de los niveles de inestabilidad política, económica o violencia. El tema es que los chilenos parecen querer compararse a otras latitudes o solo les interesa lo que pasa en su metro cuadrado.
Otro elemento que siempre he apuntado es el asunto de la corrupción. Si bien en Chile existe, no es nada comparado a países, incluso desarrollados. La otra realidad que conozco a fondo, EE.UU., sostiene niveles de corrupción financiera y política escandalosos. Lo increíble allá es lo que es legal, lo que está permitido. En Chile, tenemos mucho menos tolerancia a ello en nuestra legislación. Al parecer, el chileno percibe eso con claridad porque, según los números, a nuestros compatriotas les preocupa la corrupción financiera/política solo en un 14%, por debajo del quinto puesto a nivel mundial con un 25%.
Otros focos de preocupación son la pobreza y la desigualdad (33%), el control de la inmigración (30%), que bajó en 3 puntos porcentuales en relación a la medición anterior, el desempleo (23%) y la educación (15%). Todas estas son variables que tienen mayor sentido frente a la realidad que vivimos. La pobreza es objetivamente menor que en el resto del continente, también lo es la desigualdad, pero es un problema estructural que en Chile se ha tomado la agenda desde el estallido social. El problema inmigratorio también tiene asidero en algo muy real, que es la crisis humanitaria que vive Venezuela y que nos tiene a todos conviviendo con vecinos a los que antes apenas conocíamos. Como todos los fenómenos migratorios, tiene aspectos buenos y malos, pero una inmigración ilegal sin control no tiene ningún aspecto positivo, a no ser por la mano de obra barata que beneficia a empresarios que la explotan. En los últimos cuatro años la inmigración ilegal ha crecido 20 veces. Eso explica con creces el problema que tenemos.
El desempleo y la educación son dos aspectos que también tienen una lógica en términos de conseguir un mejor futuro. Además, van de la mano: a mayor educación, mejores posibilidades de obtener un buen empleo. El tema del empleo también hay que pensarlo como una preocupación que viene del período de pandemia, en el cual muchos quedaron sin sus puestos de trabajo, en particular las mujeres.
Poco se habla de preocupación por el Covid-19 y eso también está reflejado en la encuesta, apareciendo con un 7%, con una baja de 1%. La razón es clara: el claro control que hay en Chile con respecto a la pandemia. Pocos saben, incluyendo los funcionarios de salud, que nuestro país, junto a Israel, es el único donde la administración de la cuarta dosis es prácticamente universal. En todos los otros países solo se aplica a personas mayores de 65 y a los inmunosuprimidos. El resto, queda a su suerte, sin uso de mascarillas, ni pase de movilidad. En el sentido sanitario, Chile tiene muy buenas condiciones y, pese al aumento, debido al invierno y a la muy contagiosa Ómicron 2, se muere poca gente y a la mayoría les da como un resfriado sin mayores consecuencias.
En Chile, hay razones para estar optimistas. De hecho, los números así lo confirman con un porcentaje menor de personas que creen que vamos en la dirección equivocada, respecto a la misma cifra en el resto del mundo. Sin duda, tenemos problemas compartidos a nivel global, empezando por la inflación, pero también tenemos mayor estabilidad política, menor violencia, menos corrupción y una pandemia controlada. No tenemos más de un millón de muertos que lamentar por Covid-19, como EE.UU. ni tiroteos en colegios y universidades todos los días. Aunque no cabe duda que hoy tenemos tipos de crímenes que antes no conocíamos.
Por tanto, seamos menos como Alaraco y más como Condorito, veamos el vaso medio lleno, en vez de medio vacío. Invoquemos la pegajosa propaganda de los 90 del “Piensa positivo”. Es cosa de mirar la realidad de los países que nos rodean para percibir que no estamos tan mal y que el futuro está todavía por venir.
