En esta nota el lector/a de El Regionalista conocerá la accidentada historia de la elección de Rancagua como sede del Mundial de 1962. El plan de Dittborn, las gestiones de Patricio Mekis y las objeciones del inspector de la FIFA, Mr. Meert son algunos de los desconocidos detalles del camino que siguió nuestra capital regional para convertirse en protagonista de un Mundial de Fútbol.

La designación del estadio en Rancagua de la Braden Copper Co. como sede mundialista, según Daniel Matamala, se debió a una emergencia. En efecto, el terremoto de Valdivia de 1960 destruyó las ciudades que eran sedes originales de la Copa Mundial de Fútbol de 1962: Talca, Concepción, Talcahuano y Valdivia, lo que produjo su descarte automático y obligó la modificación completa de la programación del Mundial. A esto se suma que Antofagasta y Valparaíso desistieron de ser sedes, debido a que sus estadios no podían ser autofinanciados, condición que debió imponer la Federación ante la falta de recursos. Sin embargo, y en vista del desolador panorama para la organización, la minera estadounidense permitió la utilización de su estadio en Rancagua. La caída de subsedes como Concepción se produjo por una disputa entre el alcalde y el MOP; La Serena, por razones inexplicables; las del sur, como Temuco, por los problemas de lluvia que traía aparejado desarrollar un campeonato mundial en invierno.
Contra la opinión del conocido periodista, su postulación fue pensada desde un comienzo en el conocido “plan mínimo” de Dittborn que, por supuesto, luego creció, debido a las presiones de ciudades como Temuco, Arica y Antofagasta en el extremo norte y que, con la posibilidad de agregar Valparaíso, llegaban a diez.
El diseño surge tras la destrucción de las ciudades del sur, y estuvo a punto de tragarse no solo el presupuesto público, de la ley creada por Frei Montalva para este evento, sino la propia realización del Mundial de Fútbol. Quizá, lo cierto es que el terremoto le aseguró un cupo definitivo a Rancagua entre la subsedes definitivas. Y en eso, el inconfundible Patricio Mekis, alcalde de la ciudad y presidente del Club Deportivo O’Higgins, desempeñó un papel muy especial. Sugirió a Carlos Dittborn la idea de que si: “Rancagua, por intermedio de la Braden, ampliara su estadio para 25 mil personas, ¿podría optar a la subsede?” La respuesta del dirigente no se hizo esperar: “Mira tráeme una carta firmada por los jerarcas de la Braden comprometiéndose a ampliar el estadio, tenerlo a tiempo y que no cueste un centavo al Estado ni al Mundial, y yo me comprometo a sacarte la sede”. Ambos cumplieron sus respectivos compromisos, aunque la respuesta de la casa matriz de la cuprífera en Nueva York se demoró mucho tiempo en llegar. La gratitud de Dittborn hacia el alcalde rancagüino no fue menor, pues le aseguró su tercera sede mundialista y el edil fue incluso investido por la organización como comisionado del Mundial para inspeccionar los adelantos del estadio de Arica, por lejos el que más dolores de cabeza le provocó al organizador del certamen. A su vez, el entusiasta y obsesivo dirigente futbolero se la jugó hasta la saciedad en la defensa de la plaza de Rancagua como subsede del mundial, pese a que los propios comisionados, como el inspector Meert, la encontraron pésima como punto de un Mundial: “Rancagua fue una decepción tanto en los arreglos que aún deben hacerse como en las acomodaciones que ya existen. Muchas promesas que espero se vuelvan realidad. Junto a Talca, podrían organizar un grupo”. Y la lista de carencias continúa: “El estadio carece de instalaciones para periodistas. Los camarines son insuficientes. No hay acomodaciones para los réferis. Los campos de entrenamiento se deben nivelar. Los hoteles son insuficientes”. Pero, el obeso dirigente del fútbol, libra sin tregua, su propia ‘batalla por Rancagua’: “Creo que para los miembros que visitaron esta zona debe haber sido difícil formarse una idea definitiva con las seis horas que estuvieron a su disposición. Debo enfatizar que esta ciudad tiene una densa y rica población muy interesada en los deportes y particularmente en el fútbol. Entre esta población hay muchos empleados de las minas de cobre, con excelentes salarios. Como la Braden Copper Company aseguró su apoyo, podemos confiar que Rancagua cumplirá con todos los requerimientos sin riesgo alguno”. Semejante disparidad de criterios para medir ‘sus favoritas’: las del Plan B de emergencia luego del terremoto, respecto de las otras ciudades aspirantes – Concepción, Valparaíso, Talca y Antofagasta – fue captada por sus críticos y profundamente reprendida.
El dirigente, en sus palabras sobre Rancagua, entrega un argumento de peso acerca de su preferencia por la ‘histórica ciudad’: el peso monetario de ella como consecuencia de la presencia de la Braden Copper Co. Lo que no fue avalado por los datos de asistencia al criticado estadio ‘de madera’, con un promedio de asistencia en siete partidos de 8.235, lo que estuvo lejos de la media de aquel torneo de 27.930, cifra que incluye el Estadio Nacional – con una media de asistencia en sus diez encuentros de 66397-, y mucho más bajo que la de Arica – con 10.598, con igual cantidad de partidos (7)-, y de Viña del Mar con 12.872 en ocho partidos.
El Rancagua real
Un poco antes de comenzar el Mundial, la ciudad se circunscribía a lo que se reconoce como su perímetro central, cuyos ejes los establecían la Alameda por el norte; Millán hacia el sur; Viña del Mar en el sector poniente; y Freire por el oriente. Más allá de esos límites se encontraban algunas poblaciones como es el caso de San Luis, Villa Triana, Isabel Riquelme, O’Higgins, Cuadra y Centenario. Otros barrios se encontraban en construcción, por ejemplo, esa era la situación en que se encontraba la populosa Rancagua Sur. En ese momento recién se cumplían ocho años desde que comenzara el traslado de la población minera de Sewell y Caletones. Los mineros comenzarían entonces a ser trasladados desde el campamento a la ciudad, a barrios que se estaban construyendo por la Corporación de la Vivienda y la Braden Copper. Estos barrios se emplazaron al nororiente y suroriente de la villa, dando origen a Rancagua Norte, Urmeneta, Salomón Corbalán, hoy Manzanal.
Es así como los 49.798 habitantes que registró la urbe en 1952, superaron las 60 personas y, en forma paralela, Rancagua extendía su capacidad habitacional de 9.420 casas, en 1952, a 14.630, en 1960. Sin embargo, aquellas soluciones habitacionales no cubrían al conjunto de la población rancagüina que seguía creciendo incesantemente. El problema aquejaba a muchos residentes urbanos no vinculados al mineral, quienes se encontraban bastante indefensos, forjando de forma obligatoria soluciones originales y alternativas para enfrentar el problema. En ese contexto, se inscriben los ‘Comités sin Casa’; así lo expresó el ex regidor, Enrique Leyton: “en aquel tiempo la escasez de viviendas era muy grande y se organizaban comités de sin casa, especialmente con los habitantes de los conventillos que había en Rancagua”. Las autoridades de la época, que habían vivido hasta entonces de espaldas al problema, tuvieron que involucrarse a partir de 1961. El motivo: a fines de febrero de ese año estalla la toma de la 25 de febrero, casi al mismo tiempo en que una delegación oficial de la FIFA visitaba la ciudad. Uno de los informantes, como ya lo sabemos, el Señor Meert, no opinaba de forma favorable a la ciudad.
Las críticas sobre Rancagua persistirán a tal punto que un folleto oficial de la FIFA – el Boletín N° 5 -, evacuado en castellano y en inglés en agosto de 1961, señalaba que: “la Subsede de Rancagua avanza rápidamente en los trabajos necesarios para ofrecer todas las garantías pedidas por la FIFA”.

Veamos, ahora, cómo era descrita la ciudad por la información oficial que emanó desde el Censo de Población de 1960: con 62.355 habitantes – Arica tenía 46.686; Viña del Mar, 126. 460 y Santiago, 2.04.843-. De la capital de la Sexta Región se decía: “Rancagua capital de la provincia de O’Higgins, situada a 85 kilómetros de Santiago, constituye una antigua ciudad en plena renovación. En ella se conservan vivas muchas tradiciones y, pese a los avances del progreso, de los modernos arrestos arquitectónicos de sus principales ciudades, los campos siguen conservando su típica fisonomía agreste, en sus paisajes y en sus costumbres”. Una manera muy elegante de decir que “algo se avanza, pero era muy poco”. Incluso las fotografías de la época que muestran el entorno del hoy, Estadio El Teniente, dejan percibir ese entorno “agreste” y rural que aún rodea a la ciudad.
Por supuesto que, en la descripción de la ciudad, no puede dejar de mencionarse que allí está en plena operación la firma Braden Copper Co., explotadora del cobre en El teniente: “ubicado en la cordillera al interior de Rancagua y que constituye uno de los yacimientos más ricos del mundo”. He allí una consecuencia del aporte ‘desinteresado’ de la compañía americana al Mundial; el otro sería, sin duda, el escándalo de las entradas, donde se supo que más de 40 asientos fueron entregados directamente a la compañía norteamericana.
El informe oficial describía, además que: “Ha solucionado también a la subsede de Rancagua las exigencias de canchas de entrenamiento y hospedaje para las delegaciones, contando con los recintos adecuados en Coya, Sauzal y en Club House ‘Coke y Cía’, que tienen casa de huéspedes, cancha anexa con sus respectivos camarines. La cuarta instalación se elegirá entre las villas de Machalí y Rengo, que han entablado competencia para ofrecer las mejores garantías”. Como ya sabemos, la House Coke fue desechada por la organización y en su reemplazo ingresaron las dos alternativas siguientes, que fueron los recintos definitivos de las delegaciones participantes. Para ello, se echó mano de la conocida Ley del Cobre, aprobada en 1957, que dejaba un 5% de los recursos por las ventas del mineral en la provincia donde se producía. De ese modo, en vísperas de la gesta deportiva, se construyó la hostería donde se hospedó la hermética selección búlgara y el Hotel Olimpo, donde se alojó la selección húngara.
Además, para el alojamiento de las delegaciones se contaban con ‘hermosas hosterías en sus alrededores’, como las de Cauquenes, Sauzal, Hotel de Rengo, el Club de Campo Coya, y Machalí. El texto remataba diciendo que: “desde Santiago a Rancagua se puede realizar el viaje por una espléndida carretera – se debe referir a la antigua 5 sur que no tenía nada de ‘espléndida’ – o por los Ferrocarriles del Estado”.

Serán, finalmente, esos los sitios que albergarán al conocido grupo IV – de acuerdo al sorteo realizado en el Hotel Carrera en enero de ese año –, que quedó compuesto por: Argentina, Bulgaria, Inglaterra y Hungría.
Rancagua: La hazaña (im) posible de Mekis
Ya hemos publicado la opinión de uno de los veedores de la FIFA que visitó Rancagua, más conocido como Mr. Meert. Hay otras críticas que recibió la subsede: “Chile designó cuatro subsedes algunas de ellas francamente absurdas, como la ciudad fronteriza de Arica, en el desierto de Atacama, y Rancagua, una pequeña ciudad muy cercana a Santiago” (Eduardo Arias, El Libro del Mundial). “Tenemos entonces, las cuatro de siempre, las cuatro tribus escogidas: Santiago, Viña del Mar, Rancagua y Arica”[1]. (206).
Es cierto que el terremoto de 1961 obligó a reducir el número de sedes propuestas originalmente – entre siete y diez, había dicho la FIFA y el propio Dittborn -, eliminado especialmente las del sur, como Temuco que había hecho lo posible por cumplir con las exigencias de la organización. Sin embargo, esta fue la excusa perfecta para el nuevo presidente de FIFA, el inglés Sir Stanley Rous, para quitarle a Chile la organización del certamen, que ya venía con muchas dificultades desde antes del sismo – retraso en las obras, en la conformación de la entidad a cargo, etc. -, y llevárselo Inglaterra.
Conocemos, por ende, que también hubo otras propuestas de sedes como Antofagasta y La Serena, único recinto que, antes del 31 de diciembre de 1961, cumplía con el requisito de los 25.000 espectadores. Sin embargo, primó el criterio y el compromiso de Dittborn cuando ambas aspirantes a subsedes cerraron su trato con el organizador del evento, en un momento en que la dirigencia del fútbol solo necesitaba certezas, en medio de un ambiente en que cundía la desesperación por no perder el certamen. Pues, tanto Arica, con la promesa del espectáculo y público que movería la selección peruana, como Rancagua, por las certezas que generaba Patricio Mekis, quien había comprometido a la minera Braden Copper Co., con lo cual se aseguraba el financiamiento y el estadio para el evento. Eso sí, con las certezas que se pudieron dar en Chile: Perú no clasificó y, por lo tanto , no hubo ‘marea albirroja’ a la ciudad extrema, el estadio se pudo inaugurar faltando pocos días para el inicio del evento, y con una renuncia a la subsede: Rancagua. No es tan dramático, pero tiene similitudes: un mes antes del evento estalló una huelga general en El Teniente, que hace sonar las alertas, no solo de las autoridades deportivas, sino políticas, y los dirigentes mineros, duchos en estas lides, y que saben que la inminencia del Mundial deberá dar paso a que se cumplan sus demandas.[2]
