Recuperación de espacios públicos, el poder transformador de la cultura

El Ministerio de las Culturas, las Artes y el Patrimonio está implementando un Plan de Reactivación Cultural que está regionalizando cerca de $2.800 millones y que registra, hasta el momento, más de 200 actividades a lo largo de todo Chile. A esto se suman las iniciativas desarrolladas en conjunto con el Ministerio de Economía, que están beneficiando con $8.300 millones a organizaciones gremiales, cooperativas, micro, pequeñas y medianas empresas en comunidades y territorios.

Un desafío prioritario del gobierno es la recuperación de los espacios públicos y la seguridad de barrios y territorios a lo largo del país. Desde nuestro ministerio entendemos que las culturas, las artes y el patrimonio son indispensables en esta tarea, por eso hemos abordado esta problemática a través de la disponibilidad de una oferta cultural diversa, la que resulta esencial no solo para la recuperación económica y laboral de trabajadores y trabajadoras de la cultura, sino también para el reencuentro de la ciudadanía con la actividad cultural que fortalece el sentido de comunidad y reapropiación de espacios públicos.

Las actividades culturales han regresado, luego de un trabajo coordinado con el Ministerio de Salud en la flexibilización de aforos para espacios culturales y eventos masivos. Las personas volvieron a conciertos, salas de teatro, museos y espacios destinados a diferentes disciplinas. Desde el ministerio hemos impulsado que la cultura también vuelva a los barrios y espacios públicos, porque sabemos que su poder transformador impacta positivamente en los territorios. Con este convencimiento, estamos implementando un Plan de Reactivación Cultural que está regionalizando cerca de $2.800 millones y que registra, hasta el momento, más de 200 actividades a lo largo de todo Chile. A esto se suman las iniciativas desarrolladas en conjunto con el Ministerio de Economía, que están beneficiando con $8.300 millones a organizaciones gremiales, cooperativas, micro, pequeñas y medianas empresas en comunidades y territorios.  

Con el Ministerio del Interior y Seguridad Pública, y el de Deportes, en una coordinación interministerial, estamos trabajando el programa Patios Culturales, iniciativa que lleva actividades culturales y deportivas a lugares donde la realidad escasamente las ofrece. Adicionalmente, con la Municipalidad de Santiago, implementamos Parques Abiertos, que invita a disfrutar de áreas verdes con intervenciones artísticas y culturales. Y, durante el verano, tendremos una contundente programación cultural a través de festivales, ferias y encuentros en todo el país.

Paralelamente, este 2022 sacamos adelante Puntos de Cultura Comunitaria, política pública considerada en el programa de Gobierno que invita a revalorar las culturas que surgen desde la diversidad de territorios y organizaciones comunitarias, entendiendo su rol primordial en la generación de tejido social, sentido y seguridad en las comunidades. Hace unas semanas lanzamos esta iniciativa que se construyó con diálogos ciudadanos, a través de  121 encuentros con más de 1.400 participantes, pertenecientes a 825 organizaciones culturales comunitarias.  

Como gobierno sabemos que aún falta por avanzar, pero seguiremos trabajando para que la cultura cumpla un rol determinante en el bienestar individual y social, en el fortalecimiento de la cohesión social y la profundización de la democracia.
