Al iniciar el nuevo gobierno, indicamos que llegaba el tiempo de la política, los problemas que afectan a la sociedad, todos estructurales y acrecentados por fenómenos mundiales inesperados: migración, pandemia, guerra en Ucrania, entre otros, que, ante la incapacidad de la elite gobernante de salir de la receta tecnocrática y su recelo de la política, han provocado un desfonde institucional que sólo amplifica los problemas.

El gobierno

En el escenario actual, estaba claro que no iba a existir un plazo para esperar la instalación del gobierno. Además, de quienes fueron una dura oposición del gobierno anterior, se esperaba una capacidad de acción inmediata.

Nada de esto ha funcionado en estas primeras semanas, una lenta instalación, justificada por “exhaustivas” revisiones de los antecedentes de quienes eran postulados por las distintas fuerzas políticas que sustentan el gobierno, y aun así con problemas en los nombramientos; en nuestra región, un delegado presidencial cuestionado, un Seremi esposo de la diputada Mix de Comunes, entre otros errores.

Sin embargo, lo más preocupante es la incapacidad de manejar la agenda pública, y esto, en parte, porque no se entiende que no es la oposición tradicional la que complica más al gobierno, entiéndase Chile Vamos, sino los grupos antisistema, las protestas con hechos de violencia arrecian. Los grupos mapuche más ultras ya descartan el dialogo y revindican la vía armada, con acciones de alto impacto; la violencia de los días viernes es intolerable para quienes viven y trabajan en el sector centro de la capital, a lo que debemos agregar la delincuencia común y el narcotráfico que mantienen en estado de permanente alarma a la población.

En este escenario, está claro que las lealtades políticas sólo se mantienen si quien gobierna tiene importantes niveles de aprobación, sino el “sálvese quien pueda” será el lema en el parlamento y partidos. El quinto retiro es una buena muestra, concita apoyos transversales, y cuando el presidente Boric dice en Argentina que los partidos que lo apoyan rechazarán esta iniciativa, Tellier líder del PC, declara que su partido está en estado de reflexión en esta materia.

El paquete de medidas que lanzará Marcel, con la prorroga del IFE laboral hasta septiembre y un fuerte incremento de la inversión pública para sostener el empleo, será suficiente para detener los retiros de los fondos previsionales. Esta son las herramientas que tiene el ministro Jackson para lograr tener éxito en su más importante tarea: detener esta mala política pública.

En este escenario, quien mayores problemas ha enfrentado es la ministra del interior Izkia Siches. Este ministerio tiene a cargo los temas más complejos de la agenda gubernamental, y hasta el momento no se ve una definición estratégica clara ni acciones concretas que ratifiquen esas opciones.

La caída del gobierno arrastra a todos sus integrantes, además que, la ausencia de una agenda que convoque desde las distintas especificidades a las distintas autoridades, impide que los esfuerzos individuales tengan posibilidades de ser conocidos.

La crisis económica que golpeará con fuerza el segundo semestre, de acuerdo a las proyecciones del Banco Central y Hacienda, debe necesariamente significar adecuaciones a los programas de las distintas reparticiones públicas y, quizá, retraso en el desarrollo del programa de gobierno. Por tanto, es necesario actuar con transparencia y dar a conocer los ajustes que la contingencia demande.

Algo que no se debe olvidar es que el destino de la Convención y el gobierno de Boric están íntimamente ligados, por eso siempre planteamos que este primer gabinete era un gabinete de campaña. Veremos si pueden cumplir con una tarea que se veía sin demasiadas complicaciones y que, poco a poco, va mutando.

Por cierto, aún no se han empezado a discutir los derechos sociales, y eso puede revertir la tendencia; sin embargo, el desatino de dar pábulo a que se asuma, por parte de la gente, la posible expropiación de sus fondos de pensiones no demuestra gran sensibilidad para entender las pulsiones ciudadanas. Se dirá que era una fake news, pero como decimos en el campo: el que explica se complica.
