No podemos dejar de reconocer que, aun cuando el triunfo del rechazo era casi una certeza, nadie esperaba la diferencia final del resultado. De un sorprendente 80/20 en el plebiscito de entrada, pasamos a un 62/38, igual de sorpresivo y que se reconoce como un terremoto político de proporciones.
Las causas de la derrota son multifactoriales y hay consenso en lo que influyó decisivamente el proceso: la gente no separo la obra de sus creadores. Algunos de los otros factores fueron: construir un texto que solo es un agregado de diversas demandas, que responde a cómo el neoliberalismo entiende la sociedad: una suma agregada de intereses individuales y negarse sistemáticamente a poner bordes a los temas menos consensuales. Una campaña que no fue capaz de convocar y que, fundamentalmente, demostró que la nueva elite gobernante desconoce totalmente a los sectores de la sociedad, que con el voto voluntario dejaron de participar en política.
Esto no puede interpretarse como un triunfo de la derecha, ya que su éxito fue el ocultarse y dejar a los rostros de centro y centroizquierda que estaban por el Rechazo, asumir la campaña. Hay dos elementos que han llamado la atención tras la derrota: por una parte, ninguna autocritica de los principales responsables, los convencionales y, por otra parte, un nivel de desprecio a los votantes que rechazaron, comparable a lo que escuchamos en campaña cuando Amarillos manifestaron que el texto estaba fuera del nivel de comprensión de la gente común.
Cambio de Gabinete
Hoy son dos son las tareas del gobierno: la primera, gobernar para resolver los problemas mayores que enfrentamos, inflación, delincuencia, migración, violencia en la Macrozona Sur, narcotráfico, reforma al sistema de pensiones, entre otros temas que son impostergables. En segundo lugar, conducir el proceso constitucional para que podamos arribar a una nueva Constitución, seguramente elaborado por una Convención y plebiscitada.
El primer paso de este camino era el cambio de gabinete, que, además, debía resolver la tensión entre las dos coaliciones oficialistas. Este cambio, confirmó la salida de seis ministros: Interior, Segpres, Desarrollo Social, Energía, Salud, y Ciencia. Sólo Jackson se mantuvo, asumiendo Desarrollo Social. Claramente, el socialismo democrático (PS y PPD) quedaron dentro del comité político, aumentando su influencia en el gobierno, también hubo un guiño al PC, integrando a la ministra del Trabajo, que ha demostrado capacidad de llegar a acuerdos con sectores muy diversos, y en temas muy complejos como las 40 horas. Va cambiando la hegemonía al interior del gobierno.
Este cambio, como era previsible, no podía escapar a errores no forzados, el subsecretario del interior Manuel Monsalve, muy bien evaluado, asumiría el Ministerio Segpres, y se nominó al PC Nicolas Cataldo como subsecretario, quien alcanzo a asumir, formalmente; sin embargo, debió dejar su cargo en menos de dos horas, batiendo el récord del exministro de las Culturas del gobierno de Piñera, Mauricio Rojas. Esta fue la razón por la cual Monsalve asumió la Subsecretaría del Interior como subrogante.
