Sobre Lolol, en la provincia de Colchagua, se ciernen varias amenazas: desertificación, exterminio de bosques nativos y la desaparición de una especie de reptil propia de la zona. Son las consecuencias de más de 20 años de despliegue de empresas agroexportadoras e inmobiliarias que destruyen el ambiente y secan una comuna que alguna vez fue un pulmón verde en medio del Secano.

Sabemos lo que pasó en Petorca, una comuna que era un verdadero vergel en el norte de la región de Valparaíso y cuyos habitantes, hoy, no tienen agua ni para el consumo. ¿Qué secó a una comuna hasta hace poco sin problema de agua?
Es el efecto del monocultivo, en especial de paltas, y la sobreexplotación agrícola, los buques insignia de una economía extractivista que solo arranca recursos a la naturaleza. En pocos años, esta rica comuna se ha transformado en un verdadero desierto que avanza a paso rápido, con imágenes de suelos con cuadrículas como piezas de un rompecabezas que se van separando, regados de esqueletos de animales muertos.
Lolol, camino de la desertificación
Durante muchos años, quienes han visitado la comuna de Lolol han podido disfrutar en especial en este tiempo primaveral de paisajes multicolores, de cerros verdes y de un notable contraste de colores entre el cielo azul, el verde de laderas y siembras y una arquitectura colonial preciosa.
Sin embargo, ese paisaje desde hace algunos años ha comenzado a sufrir trastornos drásticos debido a la intervención de empresas externas que han llegado hasta allí para instalarse. El negocio de estas empresas es producir monocultivos que, además de consumir el agua procedente de canales y esteros, ha provocado un daño irreparable al bosque nativo e iniciado un proceso de desertificación que amenaza ser irreversible. El cambio radical en la otrora rica y pintoresca comuna se inició allá por fines de los años 90, cuando comenzó el reemplazo de la agricultura familiar por la industrial y la producción a gran escala.
En la edición anterior, El Regionalista abordó los problemas que se derivaron del cambio del cauce original de la canalización del embalse Convento Viejo en Lolol, lo que provocó una serie de secuelas negativas en la agricultura tradicional campesina. La modificación solo favoreció a unas pocas familias con la complicidad por acción u omisión de las diversas autoridades de gobierno, en especial del Ministerio de Obras Públicas (MOP), la Corporación Nacional Forestal (Conaf) y también del municipio local.
Lolol hoy vive un exponencial crecimiento agroexportador, protagonizado por una parte de los mismos inversionistas que antes arribaron a la comuna de Petorca, secando esa zona al priorizar el abastecimiento de agua para sus paltas.
Comuna alejada de las principales urbes perteneciente a la región de O’Higgins, Lolol hoy vive un exponencial crecimiento agroexportador, protagonizado por una parte de los mismos inversionistas que antes arribaron a la comuna de Petorca, secando esa zona al priorizar el abastecimiento de agua para sus paltas.
La agroexportación clava sus banderas en Lolol
He aquí un resumen de cómo y quienes están destruyendo el paisaje de esta singular comuna del secano costero, paso obligado hacia el balneario de Bucalemu, en una dinámica que la transformará en pocos en otra Petorca para luego abandonarla, legando a sus habitantes el desastre que causaron.
Todo parte a principios del año 2000, cuando en la comuna se apostó la Frutícola y Agrícola La Ramirana Ltda., vinculada a la empresa Agrosuper que enfrenta graves conflictos medio ambientales en diversas comunas de la región. Una de las situaciones más graves con las que lidia Agrosuper ocurre en La Estrella, donde se instaló una chanchera propiedad de la familia Vial. La presencia de la empresa arroja un curioso saldo en esa comuna: hoy, hay más cerdos de engorda que habitantes y el sostenimiento de los planteles bovinos exige más agua que el consumo humano. Posteriormente, la empresa comenzó la producción de paltas, con altos requerimientos de agua extraída principalmente del Estero Quiahue, lo que se refleja en solicitudes de cambio de captación de aguas, publicadas en diarios locales.
Lo anterior fue el imán para que muchos inversionistas empezaran a mirar a Lolol con ojos interesados pues, hasta allí, era una tierra muy fértil a bajo costo sobre la cuenca del Valle de Nilahue, con agua de escorrentadas naturales en esos tiempos y la promesa de llegada de las aguas del embalse Convento Viejo a la comuna, obra que se desarrollaría con recursos del MOP, lo cual traería progreso especialmente para las familias campesinas de la región.
Posteriormente, en 2020 se instaló Inverfrut Uno S.A., con 160 hectáreas y Agrícola Quiahue SPA, con 22 hectáreas, ambas con la intención de producir paltas en el sector de Santa Teresa de Quiahue, La Puntilla. Dado que no contaban con permisos ni aprobaciones, pequeños agricultores de la zona ingresaron presentaciones en noviembre de 2020 al juzgado de Policía Local y a la Dirección de Obras Municipales (DOM) de Lolol, lo cual fue ratificado mediante la causa judicial Rol- 632 de fecha 23 de septiembre de 2021.
La escasa respuesta de los organismos comunales ante este requerimiento, anticipa un rol pasivo cuando no meramente burocrático en ese nivel y en los organismos medioambientales. Por ejemplo, la Conaf indica que según resolución N° 189/39-62/18 de 17 de diciembre de 2018 se aprobó el Plan de Manejo Corta de Bosque Nativo para recuperar terrenos con fines agrícolas presentada por Agrícola Culenco SPA en el predio rol 41-12 de la comuna de Lolol. La autorización de tala afectó 22,92 hectáreas y fue aprobada por Carla Castro Alvear, jefa provincial de dicho organismo. Entre los vecinos del lugar se rumorea que, en la propiedad de la Agrícola Culenco está la misma familia que secó Petorca.
En la Sesión de concejo municipal ordinaria N°1037 de fecha 18 de enero de 2021, el entonces concejal de la comuna Renato López consultó sobre la existencia de permisos municipales para los inversionistas de la palta en Lolol. El alcalde de entonces, Marcos Marín, entregó una respuesta digna de enmarcar: “es la Conaf quien autoriza los planes de manejo, no el municipio, este es un tema que se tomó como caballito de batalla para las futuras elecciones de constituyente, de gobernador regional y para las municipales…, todos responsabilizan a la municipalidad cuando no es así”.
Ante una pasividad que se traduce, al menos, en permisividad, los vecinos han respondido conformando organizaciones de la sociedad civil que buscan detener el impacto en el medio ambiente y el agua. Tal es el caso de Lolol Nativo, que ha dado una lucha gigantesca y llena de obstáculos, investigando y pidiendo información a organismos públicos que no siempre les es entregada.
Inmobiliarias vs. bosque nativo
En la dramática escena de destrucción en la comuna apareció un nuevo actor: la Inmobiliaria e Inversiones Siete Mares SA, controlada por la Inmobiliaria e Inversiones Nueve Planetas Ltda., hipotéticamente del grupo Bezanilla, dueño a su vez – a través del grupo Besalco- del 45% de la Sociedad Concesionaria Convento Viejo, que lleva aguas a la comuna de Lolol. Dicha empresa se instaló en el límite comunal de Lolol y Paredones, entre las rutas I-576 e I-572, arrasando con al menos 80 hectáreas de bosque nativo del tipo esclerófilo. Dicha información fue corroborada a través de la Conaf, organismo que mediante Ley de Transparencia informó de la corta de bosque, autorizada mediante la resolución N°24/32-62/21 en el predio Hijuela Quinta Los Peumos con rol 42-09.
Las intervenciones que alteran los ecosistemas de Lolol suman y siguen.
Al llegar a Lolol desde Santa Cruz, al costado izquierdo de la ruta I-72 en sector Los Hornos, se pueden observar los cerros intervenidos con caminos en zigzag, esperando el vamos empresarial para iniciar las faenas de monocultivos o desarrollos inmobiliarios. Consultada sobre la autorización de algún proyecto o si estaba notificada de cambios de uso de suelo en el área, el 13 de julio de 2021 en carta N°203, el subsecretario de Agricultura, José Pinochet Olave, informó que “no se encontraron documentos relacionados a su solicitud”. La respuesta confirma la inexistencia de autorización para intervenciones ya realizadas en campos, quebradas y el bosque xerófilo de predios como el signado con el rol 18-01, de propiedad del Sr. Alejandro Castillo Labbé.
Hay todavía un capítulo más de amenaza, esta vez a las roblerías y a una especie de reptil propia de la zona.
Como se sabe, en Lolol aún existen roblerías que se han salvado del paso humano y de la forestación con pino y eucaliptus, propiciada por el DL.701 de Fomento Forestal. Lo poco y nada que se conserva, sufre el asedio de la Inmobiliaria Lolol que, con maquinaria pesada se abre camino en medio del bosque esclerófilo, dañando de forma grave el hábitat que alberga una especie de lagartija única en el mundo (Liolaemus confusus). Vía transparencia, se consultó a la jefa de División Jurídica del Ministerio de Medio Ambiente, Sra. Paulina Sandoval Valdés, sobre la supervivencia de esta especie. “El Ministerio de Medio Ambiente no ha propuesto o desarrollado ningún plan de conservación para la Lagartija de Lolol”, señaló la abogada. Con solo dos estudios realizados sobre este reptil y la severa amenaza inmobiliaria, el horizonte para la Liolaemus confusus de Lolol parece gris: en años venideros, las nuevas generaciones las podrían conocer sólo a través de fotografías o en museos.
¿Se nos muere Lolol?
En este breve recuento hemos visto cómo, paulatinamente, el pueblo de Lolol se ha convertido en un polo de inversión preferido por empresas extractivistas y exportadoras que crecen a tasas envidiables, mientras las familias que viven de la pequeña agricultura sufren la falta de agua, las APR (organizaciones de Agua Potable Rural) ven disminuidos sus pozos profundos y el abastecimiento de agua mediante camiones aljibes es el pan de cada día en las rutas y caminos de esta hermosa comuna.
Es la expresión regional de un modelo que favorece el crecimiento monoexportador, hace cada vez más ricos a los ricos, mientras el habitante promedio se empobrece y nuestra geografía se desertifica.
Ayer fue el turno de Petorca, parece que ahora le toca a Lolol.
