En conversación con El Regionalista, Esteban Valenzuela, quien liderará el ministerio de Agricultura desde el 11 de marzo próximo, relevó cinco áreas de trabajo de la cartera, y los ejes de su gestión: diálogo para llegar a acuerdos, inclusión de pequeña agricultura, mujeres y pueblos originarios y soberanía y seguridad alimentaria.
Hasta el domingo 20 y desde el 24 de enero pasado, el futuro ministro de Agricultura, Esteban Valenzuela sumaba cerca de 50 reuniones con personas y organizaciones del mundo agrícola, la mitad de ellas con “actores subalternos, minorizados como cooperativas, sindicatos, confederaciones, mujeres, pueblos originarios”.
En conversación con El Regionalista (ver en https://youtu.be/z_Hc3wot5Co), el futuro ministro de agricultura detalló las cinco áreas de gestión inmediata de la cartera.
Respecto de la crisis hídrica, puso foco en la urgencia de orientar recursos del estado para riego a pequeños agricultores y, entre ellos, mujeres y pueblos originarios, porque hasta ahora “ese segmento ha recibido solo un 4% de los recursos” destinados a ese fin.
También puso énfasis en el aporte de Agricultura a las acciones que se adoptarán para enfrentar el conflicto en el Wallmapu. Entre ellas, mencionó la entrega de administración de parques nacionales en territorios mapuche, como ha sido la experiencia argentina.
Esteban Valenzuela también planteó la urgencia de enfrentar la baja sostenida que ha experimentado en Chile la producción cerealera, láctea y de ganado lo que describió, significa un retroceso en seguridad y soberanía alimentaria.
La cuarta área que Agricultura enfrentará será el tema ambiental, ámbito en el que se debe corregir la actuación de algunas instituciones de la cartera, como por ejemplo Conaf, que autorizó la tala ilegal de bosque esclerófilo en el centro del país. También se abordará el tema ambiental con priorización de los pequeños productores en la ley de riego, iniciativas de fertilización orgánica con municipios, incorporación en la gobernanza del territorio de actores pequeños y no solo grandes y el impulso de un Servicio de Biodiversidad y de Planes Regionales de Ordenamiento Territorial. Estas dos últimas instancias deberán abordar la constante pérdida de terreno productivo, desplazada por las parcelaciones de agrado.
Un quinto eje prioritario de agricultura será la promoción de una alimentación sana lo que se traduce en “ir a las otras almas de la agricultura”, señaló Esteban Valenzuela, en particular a la agricultura ecológica que practican pequeños agricultores, la agricultura familiar y pueblos originarios.
El designado ministro de Agricultura señaló que la transformación que liderará el nuevo gobierno reconocerá avances realizados y que él, a la cabeza del ministerio, pondrá a disposición atributos como la sinceridad, manos limpias y su capacidad para articular acuerdos, como ya lo hizo en la Comisión Estatal de Descentralización, que presidió en 2014. Sin embargo, reiteró que para hacer realidad los cambios que el gobierno quiere llevar adelante es necesario que empresas grandes, como forestales, mineras, acuícolas, paguen un royalty que contribuirá al financiamiento de programas en las regiones.
En la nueva etapa que iniciará el Ministerio de Agricultura el próximo 11, el sello de la participación se manifestará en la incorporación de pequeñ@s agricultores en los directorios de todos los organismos de la institucionalidad ministerial, así como la paridad en los cargos directivos y, con el fin de promover iniciativas verdes con carácter social, el ministerio articulará academias orientadas a cooperativismo, artesanía rural, gastronomía y turismo rural, entre otras.
