Recién hoy, luego de décadas de abandono y menosprecio por parte de la política pública, se está comenzando a revertir la estigmatización que pesó sobre el mundo rural y que se tradujo en el cierre de escuelas, la instalación de cárceles concesionadas, la partición del mundo rural en dos (el bypass), las parcelaciones y ahora el cierre de pozos por sequedad.

El Regionalista recogió la invitación de vecinos del tradicional sector rural de Rancagua para saber de sus penurias y sinsabores en torno a la problemática del agua. Acompañados por Patricia Segura, presidenta de Bosques para Cachapoal, visitamos el lugar y este fue el testimonio que recogimos.
La reunión fue presidida por el presidente del comité de agua potable rural de La Gonzalina, Juan Zamorano, quien fue acompañado por un grupo de vecinos de ese histórico sector rural de Rancagua, que luego de ser un fundo pasó a ser un asentamiento con la reforma agraria y donde, hasta hoy, se conservan comunidades familiares, modos de vida e historias locales.
Contexto: la escasa valoración pública de los modos de vida campesina
La crisis hídrica se ha venido profundizando desde 2019 por diversos motivos: venta de parcelas de agrado, el alto consumo de la cárcel concesionada, los nuevos barrios que se han ido levantando en el sector y, finalmente, la instalación del hospital en el sector que tuvo que levantar tres pozos profundos.
Pero, ante todo, existe una mirada despreciativa del estado que se fortaleció en dictadura y que, lamentablemente, se consolidó en democracia sobre el mundo rural y su patrimonio que, recién luego del estallido social y de la pandemia, está comenzando a cambiar.
Ese desprecio se expresó en no cuidar los modos tradicionales de vida campesina, y comenzó con el cierre de escuelas multigrados y el traslado de los niños del campo a escuelas urbanas, en las parcelaciones, en la construcción de la planta de tratamiento de aguas servidas, en el bypass de la 5 sur, que dejó separadas a familias para siempre y, por último, en la instalación allí de la cárcel concesionada y, ahora, el hospital que significó un gran adelanto para la región. No obstante, en desmedro de esta pequeña comunidad rural, con mucha identidad campesina. No son pocos, incluido el alcalde de Rancagua, quienes miran al hospital regional como causante de la falta de agua, debido a los tres pozos y las calderas que tienen.
El presidente del APR, Juan Zamorano, indica que: “la sequía comenzó en 2019, ahí se vieron los primeros estragos de la falta de agua. Nos habíamos adjudicado un proyecto integral, incluso para apurarlo nosotros mismos pagamos el diseño de este. El asunto se fue demorando en el tiempo, las platas estaban aprobadas, pero creo que con el estallido y, luego, con la pandemia, se priorizaron otras cosas. Luego vino el cambio de autoridades y de gobierno y a empezar todo de nuevo. Por eso es que simplificamos el proyecto solo para priorizar el agua. Fíjese que hoy estamos con camiones aljibes, cuya agua la pagamos nosotros como comité, por lo menos dos camiones tenemos comprado los terrenos para construir el pozo y la planta y, además, dejar un espacio para un sitio recreativo ahí al lado del cerro”.
Hace pocos días se organizaron junto a otros vecinos del sector y se tomaron la ruta H-10 (Avenida Salvador Allende), provenientes de Santa Elena, La Moranina, Viña Los Laureles, Los Tilos, La Gloria, como una manera de expresar su malestar por una situación anormal que ya lleva tres años.
Consultados los vecinos asistentes a la reunión, respecto a cuáles eran las complejidades más significativas de la falta cotidiana de agua, señalaron a El Regionalista que: “ha sido muy grave, no poder ducharse, no poder lavar la loza, ni disponer de agua para cocinar. Antes salía un hilito, y con eso cocinabas y lavabas, pero no poder ducharse, ni siquiera poder lavarte los dientes”. El presidente del APR dice que “ya llevamos dos meses con esta situación, con todo lo que me ha pasado, yo creo que va a ser muy difícil continuar con esto”.
Por último, la demanda mayor hacia las autoridades regionales y locales es que “apuren luego el convenio con Essbio. Lo más rápido posible, ya que el convenio lo financiamos nosotros; ellos solo nos abastecen de agua. Si nosotros ponemos todo, ¿por qué esperar tres meses para que entre en vigencia?”, indica el presidente del APR.
Epilogo: ¿hay futuro para el modo de vida campesino?

El programa de gobierno del actual mandatario se comprometió a: “promover transiciones justas en sectores de la economía y comunidades vulnerables a la transición ecológica, y también para impulsar procesos de reparación social y ambiental en comunidades vulneradas”. También se prometió el diseño e implementación de “una Política y Acuerdo Nacional sobre Soberanía Alimentaria y Nutricional, que fortalezca y valore la identidad de las comunidades y economías locales (AFC, PA, APE y Pueblos Indígenas) para la transición hacia un sistema alimentario nacional saludable, sostenible y con un enfoque agroecológico, y que promueva un enfoque intersectorial para promover un entorno alimentario que facilite el acceso a dietas saludables, inocuas
y asequibles”, donde se rescate los modos de vida y economías campesinas. En ese sentido, la economía circular, el estímulo a las ferias, la suspensión de las parcelaciones, han ido en algo por esa línea. Pero, para cambiar lo que está sucediendo en el modo de vida campesino, se requiere mucho más.
De lo contrario, continuaremos viendo cómo comunidades históricas vinculadas al mundo rural continuarán desapareciendo. Esta vez será la escasez de agua, pero ese no es el único problema que aqueja a estas ricas comunidades patrimoniales.
