La construcción de 250.000 viviendas: ¿soluciona el problema de vivienda en Chile?

 Comparto la inquietud de especialistas en vivienda de que mientras no se redefina la política de suelo urbano, será muy difícil cambiar la política de vivienda, y las secuelas nefastas que trae sobre la convivencia urbana, en especial en ciudades monstruosas como Santiago. Le deseo los mejores augurios al ministro socialista. Le tocó la pega a la que siempre aspiró, pero por lo que promete, va a tener más dolores de cabeza y jaquecas crónicas que bienaventuranzas.

Quiero empezar señalando que comparto la inquietud de especialistas en vivienda de que mientras no se redefina la política de suelo urbano, será muy difícil cambiar la política de vivienda, y las secuelas nefastas que trae sobre la convivencia urbana, en especial en ciudades monstruosas como Santiago.

Ellos, entre quienes destaco a nuestra amiga Laura Gómez (expresidenta de la comisión de Vivienda de Bachelet), tocan un problema esencial: en la medida que se reajustan los subsidios, se reajusta de inmediato el precio del suelo urbano, manteniendo el esfuerzo realizado por los pobladores para obtener vivienda social en condiciones de igual calidad. Lo anterior mantiene un bajo nivel de calidad de la vivienda social.

El anuncio del ministro Montes

Si el déficit de viviendas alcanza las 700.000, y Carlos Montes anuncia que solo podrán construir alrededor de 250.000, la vivienda no dejará de ser un tema más que sube la violencia inserta en nuestro medio ambiente. Aquí caben dos preguntas: la primera es ¿qué parte de esas 250.000 viviendas serán construidas en Santiago y la Región Metropolitana? Yo no soy urbanista, pero viví la mayor parte de mi vida en Santiago y hui de allí por los problemas que trae la macro ciudad. Una que parece incontrolable, a menos que la decisión sea crear nuevos espacios urbanos, en el amplio territorio del país, con participación del Estado para generar ciudades pequeñas y sustentables a escala humana, descomprimiendo las grandes urbes y moviendo la economía, con participación ciudadana y principios ambientales. A menos que así sea, estas zonas se irán demonizando cada vez más.

El sistema actual de subsidios deja en manos del sector inmobiliario y la banca, cuyo principio esencial es el lucro por sobre el bienestar social, la política de vivienda. No he escuchado o leído ningún plan para abordar el tema de la vivienda social, más que constataciones de un realismo pesimista que posterga el problema de la vivienda para próximos gobiernos. Si solo uno de diez de los pobladores de las grandes poblaciones buscan en la violencia y el delito como solución al abandono del Estado, aseguro que solo en Santiago el número de delincuentes superará al personal del ejército y fuerzas de seguridad y orden. Bajos de Mena, una de las poblaciones de Puente Alto, supera los 140.000 habitantes. Uno de diez son NINI, lo que implica que son alrededor de 14.000, cifra idéntica al número de efectivos que tiene la división más poderosa del ejército chileno en el norte.

Comprenderán que mantener las soluciones que han concluido en un resultado de habitaciones caras y malas, tendrá resultados que no serán muy distintos. Esa es una papa caliente. Mientras trabajé en Vivienda, los funcionarios aseguraban que el verdadero ministro de la Vivienda era el presidente de la Cámara Chilena de la Construcción.

Espero que el ministro Carlos Montes, no permita que ello siga siendo así.

El sistema actual obliga a un ahorro obligatorio del poblador que alcanza alrededor de un millón de pesos, que deposita en la banca, que abre una libreta de ahorro para la vivienda social. Entonces, el poblador va depositando hasta llegar al millón o más cuando se trata de postulantes de capas medias. Si no recuerdo mal, las reglas establecidas no aceptan más de 300 familias para un proyecto de vivienda en condominio, normalmente edificios. 

La banca mueve la plata de esas trescientas familias, como ejemplo, sin intereses. Una vez aprobado el proyecto, la plata pasa directo del banco a la inmobiliaria, en cuanto el poblador le sigue pagando al banco la deuda que adquiere por el costo de su vivienda. El poblador nunca ve su plata; la inmobiliaria sí. En el tiempo transcurrido entre ingresar el proyecto y cumplir con el trámite de aprobación, puede ocurrir que el precio del suelo se reajuste. ¿Qué hace la inmobiliaria? Ajusta el conjunto del proyecto a la cantidad de dinero que queda para construir. La calidad propuesta, disminuye la propuesta original del proyecto. No sé cuál será el cálculo actual del trabajo de remodelación de viviendas con daños estructurales de construcción. Pero sí recuerdo que demoler edificios en la población El Castillo de Puente Alto, alcanzó al gasto de los 62 mil millones de pesos. ¿Por qué? Porque cuando desalojaban a una familia para ir a vivir a otro lugar, llegaban los parientes y tomaban los departamentos y había que volver a empezar de nuevo.

Epílogo: la vivienda seguirá siendo una papa caliente para cualquier gobierno

Imagino que el ministro Montes conoce todos estos problemas, dada su larga experiencia parlamentaria con pobladores en La Florida. Pero, en el caso de la población El Castillo, connotados senadores socialistas apoyaron el proyecto de demolición sin consultar a la gente que trabajaba en terreno. Le deseo los mejores augurios al ministro socialista. Lamento que le hayan rechazado al cura Berríos como asesor, porque él conoce bien el tema en la práctica. Le tocó la pega a la que siempre aspiró, pero por lo que promete, va a tener más dolores de cabeza y jaquecas crónicas que bienaventuranzas.
