Aquí les revelamos un fragmento de una desconocida carta de la dirigencia del PS a Allende en 1973. La carta llevaría el nombre de los dos máximos líderes del PS de la época, pero no lleva su firma, lo que hace sospechar, a algunos protagonistas del periodo y conocedores otros del PS, que ella nunca se hizo pública y que no llegó a Allende. Por el contrario, “Altamirano protegía mucho a Allende” (Hernán Coloma).

Ni Carlos Altamirano (ni en la entrevista de Patricia Politzer ni en Memorias Críticas de Gabriel Salazar), ni Jorge Arrate en sus distintas obras (en especial Memoria de la izquierda chilena), ni en el libro El socialismo chileno. De Allende a Bachelet (1973-2005), de quien suscribe este texto, ni de muchos otros autores anteriores y posteriores, se hace referencia a esta carta inédita que, sin embargo, algunos que conocen la extensa documentación sobre el PS, sí sabían de su existencia y que estaría en posesión de Livia Sepúlveda, hija de Adonis, subsecretario general del PS por aquel entonces y que, según me comenta un miembro de la red socialista, estaría pronto a ser publicada en el contexto de un libro mayor.
La carta, según se indica en su introducción, es el resultado de las decisiones tomadas en el pleno de agosto de ese año y de su Comisión Política que, ya en vísperas del Golpe, y con la renuncia del general Prats y la ascensión de Augusto Pinochet, marca un nuevo punto de quiebre entre la organización política y su principal militante, el presidente de la república.
Un fragmento de esa carta ya ha sido publicado por el Premio Nacional de Historia, Gabriel Salazar, en su libro Historia del municipio y la soberanía comunal en Chile, 1820-2016 (editorial Universitaria, 2019) y señala lo siguiente:
“A proposición de la Comisión Política, el Pleno del comité central del Partido Socialista ha acordado dirigirse a usted para dejar por sentado las responsabilidades, e inequívocamente, su pensamiento frente a la difícil situación actual… La primera gran diferencia entre Ud., y el partido se produjo ante la exigencia de las ’Garantías Constitucionales’ por parte de la Democracia Cristiana. Mientras nosotros rechazamos esas exigencias… y que la D.C. aceptara el veredicto popular mayoritario, Ud. propició el camino del compromiso… El Compañero Presidente definió por sí mismo el proceso chileno en su primer Mensaje residencial, cuyo contenido… conoció la Unidad Popular solo al momento en que Ud. le dio lectura ante el Congreso Pleno. Lo bautizó como la ‘vía chilena al socialismo’, entendida como el desarrollo pacífico de la revolución a través de la institucionalidad actual puede negarse a sí misma… El Partido ha sostenido y sostiene que la revolución chilena no escapa a las leyes universales de la lucha de clases… Usted no solo ha discrepado con el Partido sino con el espíritu propio del Programa de la Unidad Popular… (que dice) que ‘las transformaciones revolucionarias que el país necesita, solo podrán realizarse si el pueblo toma en sus manos el poder y lo ejerce real y efectivamente’… (Lo anterior ha llevado a sostener un presidencialismo exagerado que se funda en las prerrogativas constitucionales del Poder Ejecutivo… El Programa… plantea que ‘la acción del Presidente y la de los partidos… Estableció su dirección unipersonal y omnímoda hacia las Fuerzas Armadas, prohibiendo la intromisión de los partidos en estos asuntos… Ha confiado en que los militares actuarían no de acuerdo al desarrollo de la lucha de clases, sino impulsados por sus tradiciones institucionales… La tendencia presidencial fue siempre parar los impulsos de las masas. Ejemplos hay decenas… Usted montó en cólera (por ejemplo) cuando los trabajadores de Yarur tomaron la industria… Ahora es difícil… sacar a los sediciosos de la FACH y no se puede limpiar de inmediato la Marina y el Ejército de facciosos. El Presidente se empecinó en manejar en forma personalísima estas materias… Es indispensable un nuevo trato entre los partidos Socialista y Comunista y el Presidente, y entre éste y su partido… Debe constituirse al más alto nivel, con el Presidente, un comando o comité… que, con poder de resolutivo, determine la política gubernativa… La vía chilena al socialismo, concebida como el desarrollo de la revolución dentro de la institucionalidad burguesa, ha fracasado… La fuerza es el factor fundamental en estos momentos”.
La carta llevaría el nombre de los dos máximos líderes del PS de la época, pero no lleva su firma, lo que hace sospechar, a algunos protagonistas del periodo y conocedores otros del PS, que ella nunca se hizo pública y que no llegó a Allende. Por el contrario, “Altamirano protegía mucho a Allende” (Hernán Coloma). Otros actores posteriores del PS, como Gonzalo Martner, indican que tal vez: “era el típico juego de piernas que hacía Altamirano para contener a la ‘ultra’ y dejarla satisfecha”.
Consultado telefónicamente, Andrés Pascal Allende, durante la semana por quien suscribe esta columna, a propósito del último almuerzo antes del Golpe, en casa de Laura Allende, donde el presidente habría manifestado su malestar con el PS, el exlíder del MIR manifestará que: “no solo fue con el PS, sino que con el conjunto de la Unidad Popular”.
Lo cierto es que la tensión con el PS durante toda la Unidad Popular existió y la organización, por lo menos en su discurso público, siempre fue leal con el “compañero presidente”, pero ello no ocultó las diferencias abismales, como las que se expresan en este fragmento de la carta, que se fueron inoculando con el tiempo y que, también se manifiestan en el discurso de Altamirano el 9 de septiembre en el estadio Chile. Luego, este sería usado y abusado por la dictadura, y también por algunos de sus propios compañeros (Escalona) como sinónimo de la deslealtad del PS con Allende.
Sin embargo, un agudo observador y testigo presencial del acto del 9 de septiembre, como lo era el intelectual francés Alain Touraine, quien verá esa noche, en la figura de Altamirano no a un hombre de gobierno, sino a un líder que se ha mimetizado con las masas.
La desconocida carta explica también la reacción de Allende ante el llamado telefónico de Altamirano muy temprano por la mañana de ese día aciago, cuando el secretario general le pregunta sobre el Golpe ya en marcha: “Salvador, ¿qué vamos a hacer?”, recibiendo por respuesta: “Bueno, tu dirección partidaria sabrá que hacer, me contestó abruptamente”, recuerda Altamirano. En ese contexto fue la visita de Hernán del Canto, encargado por la dirección del PS, la misma mañana del Golpe: “Mira, el partido nunca me ha preguntado nada, ¿por qué vienen a preguntarme ahora?” o que evidencia los últimos momentos, en una situación límite, entre el presidente y la colectividad que lo acogió toda su vida y que le fue leal, aún en la tragedia.
Como medio de comunicación, quedamos a la espera de la pronta difusión del contenido completo de esta crucial carta, como documento histórico necesario para la perspectiva y examinación de generaciones futuras de la historia de Chile de la segunda mitad del siglo XX.

Fui un protagonista del gobierno de la UP. Actuando desde la CORFO impulsé
la formación de un sector estatal de la industria y siempre permitimos que los trabajadores
decidieran entre incorporarse al sector estatal o autoadministrarse.
Tengo la gran duda de si el golpe pudo impedirse y si como lo ha dicho el cardenal Silva , se le pidieron cosas muy simples al presidente Allende para hacerlo y que no contestó.
A 50 años del golpe pareciera que no es necesario aclarar esos detalles porque Chile ha retomado su camino a una democracia plena y estamos a días de decidir nuestro camino futuro.
Ya no soñamos con una patria socialista más bien queremos un país moderno y próspero.
